This position is located in the Office of the Secretary (OS), Assistant Secretary for Planning and Evaluation (ASPE), Department of Health and Human Services (HHS), in Washington, DC.

Incumbent performs program and policy analyses of services provided by organizational programs related to health and human services programs and performs the following duties:

  • Utilize theories and research methodologies to develop research ideas and conduct research projects that are policy relevant, methodologically sound and meet organizational objectives related to health and human services programs.
  • Plan, direct and monitor activities involved in conducting program surveys as required as they relate to health and human services programs.
  • Review and assist in the development of legislative, regulatory and budgetary proposals incorporating in-depth understanding of applicable research findings and the availability of relevant data sources related to health and human services programs.
  • Develop, interpret and apply policies pertaining to health and human service related programs.
  • Participate in implementation of program reforms based on research and evaluation results related to health and human services programs.
  • Present research findings and policy alternatives to senior officials.

Basic Qualification Requirements:

A. Have at least a bachelor's degree in behavioral or social science; or related disciplines appropriate to the position from an accredited college and/or university.

OR

B. Have a combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

C. Have four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

 

Additional Qualification Requirements: In addition to meeting the Basic Qualification Requirements candidates must also:

 

Have one year of specialized experience, equivalent to the GS-13 grade level in the Federal service, applying quantitative and qualitative research methods in health programs research; developing a health programs research agenda; developing and evaluating legislative and regulatory proposals on public health issues; and briefing senior level officials on health programs research findings and alternative legislative proposals.
