WHAT IS THE INTERNAL REVENUE SERVICE (IRS)? The IRS is a bureau of the Department of the Treasury and one of the world's most efficient tax administrators. Yearly, the IRS collects more than $2 trillion in revenue and processes over 200 million tax returns. The IRS Mission is to provide the United States taxpayers top quality service by helping them understand and meet their tax responsibilities and by applying the tax law with integrity and fairness to all.

WHAT DOES CLERK DO? The clerks work primarily receiving and screening taxpayer’s telephone contact to the IRS assistance toll-free phone line. They are the initial point of contact to listen and target the taxpayers’ question or inquiry and then transfer them to the appropriate area for assistance. Excellent verbal communication and basic computer skills are required. 

WHAT IS THE WAGE AND INVESTMENT DIVISION? The Wage & Investment Division (W&I) serves about 122 million taxpayers who file upwards of 94 million returns each year. Key W&I objectives are to provide high-quality taxpayer assistance, and to enable taxpayers to transact and communicate electronically to file their returns, make payments and receive assistance. W&I partners with private organizations to provide assistance to such disadvantaged groups as elderly and low-income taxpayers.

Positions are located at 100 SW Main Street, Room 975, Portland, OR 97204. The anticipated start date is January 22, 2013.

As a CLERK you will:

  • Work in an office environment for the IRS as the initial point of telephone contact for taxpayers who phone the IRS toll-free phone number;
  • Screen the taxpayers' question or inquiry;
  • Use excellent verbal communication and some analytical skills to route the call to the appropriate area for specialized assistance or resolution;
  • Use several basic computer programs to research IRS intranet;
  • Work structured work schedule and follow IRS procedures and managerial instructions.

    QUALIFICATIONS/ELIGIBILITY REQUIREMENTS: You must meet the following eligibility and basic qualification requirements by the closing date of this announcement.

     

    Applicants must be at least 18 years of age or older, or at least 16 years of age or older, and meet one of the following: (1) have graduated from high school or have a certificate equivalent to graduating from high school; (2) have completed a formal vocational training program; or (3) have a statement from school authorities agreeing with the decision to pursue employment rather than continuing your education.

     

    BASIC REQUIREMENTS 

    GS-05 LEVEL: A. One year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-04) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Specialized experience is administrative, typing or other work that indicates knowledge of the procedures and technique involved in carrying out the work of an organization and involves application of procedures and practices within the framework of established guidelines. Examples of General Clerical experience may be; A clerk, secretary, administrative assistant, maintaining accounting files, Accounts Receivable/payable filing clerk, data entry clerk, or other positions that included application of typing and/or telephone skills as a significant part of the work. OR B. A Bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university. OR C. A combination of education and experience equivalent to that described above.

    2. You will be tentatively assigned to a category group (A, B, C) based on your responses to the online questions. Each category group represents a quality level (i.e., A = Superior, B = Highly Qualified, C = Qualified).  Candidates will be considered in category group order. Preference eligibles who meet the minimum qualification requirements and who have a compensable service -connected disability of at least 10 percent must be listed in the highest quality category (except in the case of scientific or professional positions at the GS-9 level or higher). All other preference eligibles will be assigned based on their responses to the questions and will be referred for selection before non-preference eligibles with the same category. Applicants are tentatively assigned to a category group pending qualifications validation and/or assessment results.
