JOB SUMMARY:

This position is located in the Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Center for Complementary and Alternative Medicine (NCCAM), Executive Office, Office of Administrative Operations. The mission of NCCAM is to define, through rigorous scientific investigation, the usefulness and safety of complementary and alternative medicine interventions and their roles in improving health and health care.

 

The Executive Office, Office of Administrative Operations provides leadership and direction of NCCAM's business and administrative operations. The primary responsibilities are to promote organizational growth, encourage and empower NCCAM's staff and optimize management of the public's investment in NCCAM research.

 

The incumbent of this position serves as the Budget Officer for the Center. The Budget Officer serves as senior advisor to the NCCAM Director and Executive Officer and other senior leaders relating to the Center's appropriated budget.

KEY REQUIREMENTS

If selected for this position as Budget Officer, you will perform the following duties:

 

  • Plan, formulate, present, and justify budget estimates for the current year and three-five future years of funds for the Center's budget;

 

  • Prepare the Center's formal budget submissions for presentation to NIH, the Department of Health and Human Services (DHHS), OMB and the Congress;
  •  

    • Collaborate with other Center staff in the management and development of Center programs in coordination with the budget process;

     

    • Establish and monitor financial allotments and allowances in official accounting systems;

     

    • Prepare reprogramming requests to the DHHS, OMB and Congress;

     

    • Provide guidance and assistance in the development of a system of financial recording and reporting which will meet the requirements of higher eschelons and best serve the purposes of program management.

     

    • Assures that the budget reflects the needs and plans of the Center management by monitoring and adjusting the financial aspects of its diverse and complex program.

    To Qualify for the GS-14 Grade Level:

     

    You must have one year of specialized experience at least the GS-13 grade level in the Federal service obtained in the private or public sector, performing the following duties: providing expert advice to senior level management and program managers on all phases of budget execution and financial management; evaluating organization-wide financial goals, objectives, policies and strategies; developing and implementing guidance, policies, and procedures on budget and financial management; and developing strategic financial operating plans.
