JOB SUMMARY:

This position is with the 79th Sustainment Support Command (SSC), 311 Mission Support Element, 311 Expeditionary Sustainment Command, in Los Angeles, California. The duties of this position include:

· Provide military personnel management support to Army Reserve units within the Regional Support Command area of operations.

· Manage one or more military personnel management programs such as Health Services, Military Full-Time Support, Officer Management, Enlisted Management, Personnel Actions and Services, Orders, Awards, Casualty Operations, or other programs.

· Provide administrative and management support for military personnel functions for assigned programs.

· Review and interpret regulations, directives, and reports pertinent to these functions.

· Initiate and recommend action to implement programs to provide optimum manning and personnel support.

· Coordinate the conduct of various boards, such as appointment boards, elimination boards, and qualitative retention boards.

· Review personnel action requests to ensure compliance with policies and regulations.

· Review changes in legislation and DoD, DA and USARC policies and directives and identify the impact of changes on the policies and procedures of supported commands.

· Interpret regulations and policies, and advise on appropriate courses of action.

· Investigate Congressional inquiries and compose command response.

SPECIALIZED EXPERIENCE: To qualify at the GS-11 grade level, you must possess one year of specialized experience equivalent to the next lower grade/level GS-09 in the Federal service or equivalent pay band. Specialized experience is defined as work that involves providing technical advice and guidance on a wide variety of human resources programs such as strength management, personnel readiness, retention, replacement operations, awards, records management, evaluations, accessions, separations, personnel actions and other military human resources management programs.

 

You will be evaluated on the basis of your level of competency (knowledge, skills, and abilities) in the following areas:

 

·        Knowledge of Human Resources Principles, Procedures and Concepts

·        Knowledge of Personnel Management

·        Skill in Analytical Techniques and Evaluative Methods

·        Skill in Customer Service

·        Knowledge of Office Automation

EDUCATION:

Ph.D. or equivalent doctoral degree; -or- 3 full years of progressively higher level graduate education leading to such a degree -or- LL.M., if related.

COMBINING EDUCATION AND EXPERIENCE:

Combination of Specialized Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level specified.  Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.   The total percentages must equal at least 100 percent to qualify an applicant for that grade level.  When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.
