JOB SUMMARY:

As an Animal Care Inspector for the assigned geographic area, the incumbent is responsible for highly technical inspection duties pertaining to the physical and psychological well-being of animals covered by the Animal Welfare Act. Covered animals include common mammals, such as dogs, cats, and farm animals, plus numerous exotic mammals, including lions, tigers, bears, elephants, primates, and marine mammals that are owned by or are in the custody of dealers, exhibitors, carriers, intermediate handlers and brokers.

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. 

The duties may include, but are not limited to:

  • Performs a variety of inspection activities involving small to large facilities and businesses, such as studio animal businesses, circuses, wild animal refuges that are open to the public, and privately owned zoos, in addition to facilities that house dogs, cats, and farm animals.
  • Observes animals for signs of poor health, abuse, or any kind of mistreatment or inadequate care and determines if building materials, design, and construction of the shelter are appropriate for the species and will not cause harm to the animals.
  • Performs inspections in response to complaints and tips alleging improper treatment of animals.
  • Interviews suspected unlicensed operators to ascertain the nature of their business and to determine if a license is required and, if so, the type of license they must have.
  • Works closely with new and unlicensed dealers and exhibitors seeking licenses.
  • Educates and instructs animal dealers, exhibitors, carriers, intermediate handlers, and brokers on the proper procedures in the humane care, handling, and transportation of animals.
  • Is responsible for complete and accurate documentation of results of all inspections, consistent with the prescribed agency forms and reporting procedures.
  • Maintains liaison with other federal, state, and local government agencies, primarily on problem cases in which the inspector observes matters that are primarily under the jurisdiction of other agencies or, in the judgment of the inspector, warrants the attention of the other government bodies.

SPECIALIZED EXPERIENCE AT THE GS-7/8/9 GRADE LEVELS:

Applicants must have one year of specialized experience equivalent in level of difficulty and responsibility to the next lower level in the Federal Service. This experience may have been obtained in the private or public (local, county, state, Federal) sectors.

Examples of qualifying experience include, but are not limited to:

  • As a laborer, manager, or owner of a livestock ranch or farm involving direct work with livestock.
  • With livestock in a feed lot.
  • As a Livestock Market Inspector.
  • As an Animal Welfare Inspector.
  • As an assistant to a veterinarian who works with livestock.


Special Conditions:

  • As a condition of employment, a background investigation may be required for this position.
  • Males born after 12/31/59 must be registered with the Selective Service.
  • DD214 (Member 4 copy) or other veterans' documents required to receive veterans' preference.
  • Subject to satisfactory completion of one year probationary period.
  • Valid state driver's license required at time of hiring; must drive a motor vehicle to and conduct inspections in virtually all kinds of weather conditions.
  • Moderate to strenuous physical effort is required, particularly in inspecting large facilities that may be located on rugged terrain.
  • There is exposure to contagious, infectious, or communicable diseases and threats of animal bites and other injuries associated with animal work.
  • Must maintain a residence in Black Hawk or Bremer counties, with a suitable home office.
  • HOW YOU WILL BE EVALUATED:

    • Your application will be rated on the extent and quality of your experience, education and training relevant to the position. Your resume must support that you meet the specialized experience requirements described above and are proficient in the following skills or competencies below.       • Knowledge of Animal Welfare, Horse Protection, and related husbandry methods, techniques, and regulatory requirements
      • Communication Skills – interpersonal, oral, and written
      • Ability to prioritize work, meet deadlines, and lead others
    • Category rating procedures will be used to rank and select eligible candidates. The following quality categories will be used: Best Qualified, Well Qualified, and Qualified. Within each quality category, veterans' preference eligibles will receive selection priority over non-veterans.

    Salary: 

    Range for GS-7: $38,790 to $50,431 (incl. 14.16% locality pay)

    Range for GS-8: $42,960 to $55,844 (incl. 14.16% locality pay)

    Range for GS-9: $47,448 to $61,678 (incl. 14.16% locality pay)
