This position is located in the Department’s Office of Field Policy and Management (FPM).  The Office of FPM communicates Secretarial priorities and policies to Regional Administrators and Field Office Directors and senior management officials in HUD’s 10 regional and 70 field offices.

As Field Office Director you will:

 

·         Serve as the principal management official in the field office and report to the Regional Administrator. 

·         Supervise the front field office staff and be responsible for coordinating outreach activities and program delivery to HUD customers and communities throughout the jurisdiction. 

·         Manage, coordinate and administer authorities and responsibilities as delegated by the Regional Administrator.  These are generally designed to assure that the office functions effectively as a common enterprise. 

·        Represent the agency and have a comprehensive knowledge of the broad range of HUD programs and initiatives and how they are administered and funded.  You are expected to explain their value and associated requirements to a full range of clients, including state and local elected officials, governors, mayors, congressional representatives and/or their key aides, tenant groups, representatives of industry, and other public and private interest groups concerned with HUD programs. 

·        Coordinate with HUD customers and HUD program managers, explain and resolve outstanding issues, and actively promote HUD programs in various governmental, political and social arenas. 

·        collaborate with the Disaster Recovery Officer/Disaster Recovery Coordinator(s) to assist in coordinating HUD’s responses to disasters; facilitate coordination with federal, state and local officials and agencies to jointly provide efficient responses to disasters, including long term recovery activities, and assure effective program linkage between agencies in the assigned jurisdiction.

To meet the basic qualification requirements for this position, you must have:

 

For the GS-14 grade level, you must have at least one year of specialized experience equivalent to the GS-13 grade level or comparable pay ban system in the Federal Service, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  Examples of specialized experience include:  experience in the development and preservation of affordable housing; experience in the development and/or administration of programs that are designed to improve the economic, physical and social conditions of persons living in poverty; experience in managing and implementing complex agreements, including but not limited to memorandums of agreement between governmental entities; demonstrated leadership abilities in working to insure the utilization of governmental funds in accordance with regulatory and statutory provisions; experience with disaster preparedness and disaster recovery; experience as a specialist, team leader, program manager, etc. in management practices such as developing or planning management systems, managing or monitoring organizational budgets, human resources management, etc; experience as the senior staff level person in overseeing or managing housing and community or economic development programs in rural or urban communities; experience reviewing and resolving issues involving large-scale residential construction projects, mortgage lending for multifamily projects, etc; experience in public speaking, e.g., at media events and/or conducting training for industry and professional groups; experience working with elected Federal, State and local officials and heads of industry professional organizations.

 

For the GS-15 grade level, you must have at least one year of specialized experience equivalent to the GS-14 grade level or comparable pay ban system in the Federal Service, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  Examples of specialized experience include:  experience in the development and preservation of affordable housing; experience in the development and/or administration of programs that are designed to improve the economic, physical and social conditions of persons living in poverty; experience in managing and implementing complex agreements, including but not limited to memorandums of agreement between governmental entities; demonstrated leadership abilities in working to insure the utilization of governmental funds in accordance with regulatory and statutory provisions; experience with disaster preparedness and disaster recovery; experience as a supervisor, administrator or manager who manages subordinate supervisors and/or multiple offices, divisions, or branches with a particular organization, which encompassed significant responsibility for, or involvement in management practices such as developing or planning management systems, managing or monitoring organizational budgets, human resources management, etc; experience in a leadership or professional role in the housing or community and/or economic development areas such as director or executive director of a large public housing authority, or other housing programs; experience in public speaking, e.g., at media events and/or conducting training for industry and professional groups; experience working with elected Federal, State and local officials and heads of industry professional organizations; experience developing innovative plans or solutions to complex legal or technical issues involving housing-related matters; experience in developing, tracking, managing and auditing operations  protocols, strategic plans, and/or management plans to achieve organizational mission-related goals and maintain established procedural and ethical standards; experience in statistical and data analysis and interpretation.

HOW YOU WILL BE EVALUATED:

Human Resources will review your resume and supporting documentation to ensure you meet the minimum qualification requirements.  If you meet the minimum qualifications, your knowledge, skills, and abilities (KSAs) will be rated between 70 and 100 based on your responses to the online assessment questionnaire.  If you are eligible for placement under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) eligibility, you must earn a score that places you in the Best or Better Qualified group to be considered qualified.  The KSAs for this position are:

 

  • Demonstrated knowledge of and experience in strategic leadership, planning, decision making and resource management and proven results from utilizing such practices.
  • Demonstrated ability to communicate effectively in writing with internal and external stakeholders.
  • Demonstrated ability to communicate orally with internal and external stakeholders.
  • Demonstrated experience providing effective outreach at public forums with local partners and customers on a broad spectrum of housing community or economic development programs and other assigned events.
  • Demonstrated ability to effectively manage human, financial, technology and other resources.
  • Knowledge of statutes, regulations, and policies that govern the administration of emergency management and/or public assistance programs.
  • Demonstrated ability to work collaboratively with internal and external stakeholders.
