Location: This position is located within the Veterans Health Administration Emergency Management Evaluation Center (VEMEC) under Research Service, at the West Los Angeles Veterans Affairs Medical Center in West Los Angeles, CA.

NOTE: This is a TERM appointment (not-to-exceed 13 months). Term appointments are non-status, nonpermanent appointments of limited duration. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition.

Major duties and responsibilities include:

The incumbent is under the supervision of the Director providing a variety of administrative duties and technical functions to the Center involved in planning, developing and implementing research efforts at VEMEC.  Major duties include but are not limited to:

·         Serve as the focal point for transmitting and receiving information for and about VEMEC.

·         Coordinate and supervise telephone messages of calls or business and determines appropriate action or appropriate parties for resolution or follow up.

·         Provide informed referral of incoming questions and issues to appropriate staff member and provides follow-up.

·         Maintains and coordinates general supplies, requests and administers supply orders.

·         Assist the administrator in the ordering of equipment and supplies.

·         Maintain a ledger to track supply expenditures against available funds.

·         Leads administration and maintenance of a staff resource library comprised of both electronic and hardcopy resources.

·         Responsible for acquisitions, cataloging, indexing, labeling and general organization of library resources.

·         Responsible for proofing, preparing and finalizing complete and accurate correspondence, internal and external memoranda, research manuscripts and presentations.

·         Use EndNote program for use in literature reviews, assembly of bibliographies and manuscript preparation.

·         Work on all aspects of the creation and distribution of VEMEC newsletter.

·         Assist with generating content and planning design of VEMEC information distributions and marketing materials.

·         Coordinate and prepare travel authorizations for VEMEC staff and guest travelers.

TYPING PROFICIENCY

This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute. All candidates must indicate on their resume or in their application package the amount of words typed per minute.

SPECIALIZED EXPERIENCE  

You must have specialized experience and/or education directly related to this position, which has equipped you with the particular knowledge, skills, and abilities to successfully perform the assigned duties. When answering the questionnaire, remember that your experience and/or education is subject to verification by investigation. You must show this experience in your resume/application, you may be asked to provide specific examples or documentation of experience or response by a practical demonstration of your claimed ability to perform a task. 

One (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform the duties of this position successfully that is equivalent to at least the next lower grade level in the Federal service. Specialized experience includes: performing front office duties such as receiving and distributing telephone calls and messages, coordinating and scheduling meetings, addressing incoming questions and issues and referring them accordingly; participating in the planning, developing and implementing of research efforts; maintaining and coordinating general supplies; maintaining a supply tracking ledger; management of an electronic and hardcopy staff resource library; performing literature searches for research staff; preparing, proofing and finalizing complete and accurate correspondences, memoranda, research manuscripts and presentations; utilizing computerized office equipment and software to generate reports, surveys and data reporting; coordinating and preparing travel authorizations; assisting with administrative and logistical arrangements; and conducting follow-up activities.

PHYSICAL REQUIREMENTS

The work is sedentary.  Typically, the employee sits comfortably to do the work.  However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc.  No special physical demands are required to perform the work.

The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, or libraries.  The work area is adequately lighted, heated and ventilated.

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
