JOB SUMMARY:

National Ocean Service is a scientific and technical organization whose mission is to preserve and enhance the nation's coastal resources and ecosystems and advocates coastal and ocean stewardship. It achieves this through scientific research; monitoring, observing, and predicting scientific phenomena; preserving and restoring ocean and coastal areas; establishing and enhancing state and local governments coastal resources; mapping and charting; and responding to hazardous substance spills.

This position is in National Ocean Service, Office of National Marine Sanctuaries, Silver Spring, MD.  The individual selected for this position will ensure the Office of National Marine Sanctuaries (ONMS) carries out the administrative and program management policies, rules and regulations of the National Marine Sanctuaries Act.  

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure.  Under CAPS, positions are classified by career, pay plan, and pay band.  The ZA-5 is equivalent to the GS-15. This position is also being advertised under announcement number NOS-NMSP-2013-0006 (Open to Status Candidates). You must apply separately under each announcement to be considered. * A one year probationary period may be required. * Payment of relocation expenses is authorized.

The individual selected for this position will:

  • Carry out the administrative and program management policies, rules and regulations of the National Marine Sanctuaries Act.
  • Develop, implement, perform studies and review policies, regulations and management plans.
  • Will be responsible for short and long term strategic planning, human resources, and budget management.

There is no individual occupational or positive education requirement for this position.

You must have one year of specialized experience equivalent to the ZA-4 (GS-13/14 equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the Federal government. 

Specialized experience for this position is defined as: *Experience with developing administrative policy, procedures, and guidelines for an office or division. *Experience developing organizational strategies to meet an organization's mission objectives or goals. *Experience providing leadership and direction to program staff.

HOW YOU WILL BE EVALUATED:
