This vacancy is for a Management Analyst position in the CHEC Office, AMSD, located at the U.S. Census Bureau Headquarters in Suitland, Maryland.

A one-year probationary period may be required.

Relocation expenses may be paid.

This is a non-bargaining unit position.

The individuals selected for these positions will:

*Major Duty 1 - Collaborate with the Executive Staff, BOC Divisions, Decennial Directorate and Management, National Processing Center (NPC), Regional Census staffs, and others to develop and implement nationwide clearance programs.

*Major Duty 2 - Ensure that responses to customer inquiries for information or services comply with AMSD standards; and ensure that branch is compliant with all DOC and Federal policies, procedures, and standards for the processing of Census applicants.

*Major Duty 3 - Fulfill data stewardship responsibilities and maintain/manage accountable property.

*Major Duty 4 - Coach/mentor employees to realize their potential (e.g., using individual development plans and training programs); manage employee performance through development of performance plans, continuous feedback, and resolution of performance deficiencies; and manage employment actions and promotions and maintains consistency with merit system, equal opportunity and diversity principles.

*Major Duty 5 - Comply with legal and reporting obligations, the Privacy Act, and other applicable statutes, including the requirements of governmental and other suppliers of data to AMSD to ensure the confidentiality of Personally Identifiable Information (PII) and standards for data stewardship.

*Major Duty 6 - Respond to inquiries from congressional staff and Office of Equal Employment; work with staff to evaluate and test new processes and procedures for formal decennial and non-decennial tests; observe, production, development and/or testing activities in order to improve management efficiencies.

You must have at least one year of specialized experience equivalent to the grade 12 level in the Federal service. Specialized experience is work experience analyzing and advising management on the evaluation of the effectiveness of programs and operations and the productivity and efficiency of management. Examples of such work include: analyzing and evaluating on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives; developing procedures and systems for assessing the effectiveness of programs and/or management processes; developing, analyzing, and evaluating new or modified programs and/or management policies, regulations, goals, or objectives; evaluating and advising on organization structures, methods, and procedures; and planning and conducting all phases of projects. EDUCATION: Education cannot be substituted for experience at this grade level.

HOW YOU WILL BE EVALUATED:

We will review your resume, optional cover letter and supporting documentation (transcripts if applicable) to determine if you meet the minimum qualifications for the position.  If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire that you completed as part of the application and place you in one of three pre-defined categories.  These categories are "gold," "silver," and "bronze."  However, your resume and/or optional cover letter must support your responses to the occupational questions, or your score will be lowered.  Candidates placed in the “gold” category will be identified for referral to the hiring manager and may be invited for an interview.

How you will be evaluated for preference eligibility: Within each category, those entitled to veterans' preference will be listed at the top of the pre-defined category for which they are placed.  Preference eligibles with a service-connected disability of 10% or more will be listed at the top of the highest quality category (gold) for all positions except for Professional and Scientific positions at the grade 9/ band II and above. 

The scored occupational questionnaire will evaluate you on the following competencies; please do not provide a separate written response:

1.  Knowledge of safety, oversight, regulatory and legal requirements to ensure that staff is effectively trained and no breeches or violations occur during program implementation.

2.  Ability to establish effective working relationships with all levels of management within a national and/or regional organization as well as with external parties and stakeholders to present goals, strategies, and plans of an agency.

3.  Ability to plan, develop, review, and implement program objectives and activities for the development of the systems, training guides, manuals, materials and related services in a team environment. 

4.  Knowledge of safety, oversight, regulatory and legal requirements to ensure that staff is effectively trained and no breeches or violations occur during program implementation.

5.  Ability to communicate in person and in writing to individuals and groups.
