Begin a challenging career with the U. S. Environmental Protection Agency (EPA).  The mission of the EPA is to protect human health and the environment.  Since 1970, EPA has been working for a cleaner, healthier environment for the American people.  EPA leads the nation's environmental science, research, education and assessment efforts and works to develop and enforce regulations that implement environmental laws enacted by Congress.

 

EPA's Office of Environmental Information (OEI) supports the Agency's mission by connecting people with information to advance environmental protection and human health.  We integrate high quality environmental information to make it useful for informing decisions, improving information analyses, documenting performance, and measuring success.  OEI's Office of Information Collection (OIC) serves as the Agency's focal point for information collection and the development and implementation of innovative collection policies and approaches.  The range and scope of OIC's responsibilities are broad, extending from policy development to deployment of information system.

 

This is an exciting and rewarding Senior Executive Service (SES) position as the Deputy Director, Office of Information Collection, reporting to the Director for OIC.  The incumbent develops and implements innovative information collection policies, such as eDiscovery, electronic content management, and electronic reporting.  OIC serves as the Agency lead and a focal point for information collection programs, such as the National Records Management Program, National Freedom of Information Act (FOIA) Program, and National Privacy Program.  OIC obtains and manages environmental data from other sources; supports technology and information exchange across the Agency; leads the Agency's paperwork burden reduction effort; manages the Agency's central data exchange (CDX) policies and programs;  implements an Agency Facility Registry System (FRS) that contains accurate facility records; and represents EPA in interagency initiatives for data acquisition and sharing. 

 

Additionally, OIC deals with a broad array of internal and external stakeholders.  OIC works with all EPA program offices and Regions on new developments and policies for data collection and applications using EPA data and a growing range of external customers on collection and use of information.  An example activity is the EPA-State and tribal efforts to complete the Environmental Information Exchange Network.  All 50 states and over 100 Indian Tribes are Network participants.  The OIC Deputy assists the Office Director to develop and maintain the relationships that enable the successful operation of the Exchange Network.  In addition, OIC serves as the Program Management Office for Regulations.Gov which provides the public the ability to access and comment on U. S. Government Regulations from over 300 federal agencies.

 

The incumbent exercises technical and administrative direction and control over the Office.  Within the broad administrative framework, establishes overall operating policies, priorities, and procedures; establishes long-range plans; allocates resources; recommends changes in program goals and policies; and coordinates and reviews program operations.  Advises the AA on the development of long-range plans, relative priorities, resources allocations; initiation, termination or curtailment of activities; balance of intramural and extramural effort and related matters.

--Serves as Deputy Director, Office of Information Collection, and performs special projects and/or leads special priority efforts relating to the Office.

 

--Serves as the Agency lead for information collection programs and policies.  Assists in the development and cross-organizational analysis of information policies affecting the entire Office of Environmental Information and impacting stakeholders inside and outside the Agency.

 

--Assists the Assistant Administrator (AA) and Principal Deputy Assistant Administrator (PDAA) in the review of the programs and activities relative to information collection, and advises the AA on the development of long-range plans; relative priorities, resource allocations;p initiation, termination or curtailment of activities; balance of intramural and extramural effort and related matters.

 

--Exercises technical and administrative direction and control over the Office.  Within the broad administrative framework, establishes overall operating policies, priorities, and procedures; establishes long-range plans; allocates resources; recommends changes in program goals and policies; and coordinates and reviews program operations.

 

--Serves as principal advisor to the AA and PDAA; and to the Administrator or other senior Agency officials in the area of responsibility.

 

--Represents the AA with key officials from Congress, other Federal agencies, State, tribal, and local governments, public interest organizations, private industry, etc.

 

--Integrates or assures the integration of assigned programs with those of other organizations both within and outside the OEI.  Establishes working relationships with various organizations and represents the Agency with such organizations in various meetings and conferences.

 

--Prepares, directs preparation of, and presents testimony to the Congress on Agency policies and programs in the area of responsibility.  Interacts directly with members of Congress and Congressional committees and staffs.

 

--Demonstrates leadership and commitment to management integrity as a top priority in the organization consistent with the Federal Managers' Financial Integrity Act.  Oversees the development, assessment, and improvement of management control systems to safeguard programs and achieve mission results.

 

--Exercises supervisory personnel management responsibilities over staff members, making assignments and determining responsibilities and priorities, evaluating employee performance, recommending appropriate incentives, initiating corrective actions, assuring safety practices, keeping employees informed of management and personnel policies, counseling employees regarding their benefits, salaries, and the status of requirements of Federal civil servants.

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we could find this experience in work within this field or a field that is closely related. As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications listed below. You will be evaluated on the following Executive Core Qualifications. Please provide a narrative not to exceed two pages per ECQ and not more than 10 pages.

 

ES-0340 series: You must have substantive general experience which provides knowledge of the principles of organization, management, and administration; and substantive (operating, administrative, or managerial) experience in a type of work, or a combination of functions directly related to this position.
