This is a Contract Specialist located in the 02 Contracting Directorate. The employee performs work involving the evaluation of contract price proposals, and/or advertising, negotiating, administering, and/or terminating contracts for the acquisition/repair of supplies and services using formal procedures. The employee may also occasionally be assigned to act as a Subject Matter Expert to review or advise other individuals responsible for policy development and/or dissemination how certain policies related to work processes or to identify potential workload impacts.

KEY REQUIREMENTS

 To qualify for this position you must meet one of the Defense Acquisition Workforce Improvement Act (DAWIA) Basic Requirements for Contract Specialist positions described below. (You MUST submit copies of your transcripts supporting your education if selecting option A; failure to submit required transcripts by the close of the announcement may result in an ineligible rating.)

 

Received a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND I have completed at least 24 semester hours (or the equivalent) of creditable business courses such in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

A current DoD civilian employee who previously occupied a GS-1102 or a Contracting Officer position with the authority to award or administer contracts above the simplified acquisition threshold on or before September 30th, 2000, AND I have received a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

 OR

A current DoD civilian employee who previously occupied a GS-1102 or a Contracting Officer position with the authority to award or administer contracts above the simplified acquisition threshold on or before September 30th, 2000, AND I have completed at least 24 semester hours (or the equivalent) of creditable business courses.

OR

A current DoD civilian employee who previously occupied a GS-1102 or a Contracting Officer position with the authority to award or administer contracts above the simplified acquisition threshold on or before September 30th, 2000, AND I have at least 10 years of acquisition experience prior to October 1, 1991.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: working with the full range of contracting procedures and methods including formal advertising, negotiation, fixed-price, cost contracting, and use of special provisions and incentives.  Experience with negotiation techniques, cost analysis, and devising negotiation strategies to resolve such problems as reducing costs, adjusting delivery schedules, and negotiating sole source procurements.  Experience in negotiations in the pre-award and post-award phases of contracting for complex equipment and services.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: Performing acquisition planning, analysis, and negotiation, developing contractual strategies, and conducting meetings with contractors. Preparing solicitations with complex requirements, negotiating contract clauses, monitoring contractor performance, resolves contractual issues, and makes recommendations for awards through contract board reviews.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional training, experience and possibly education.   Applicants should meet the DAWIA Certification requirements for the Contracting Career Field and be certified at Level II at the time of application.   If you possess DAWIA Certification, please indicate your Career Field and Certification Level information in your resume.
