This position is located in the Innovative Program Delivery office (HIN), Federal Highway Administration (FHWA), Washington, D.C. You will serve as a member of the TIFIA Joint Program Office (JPO), one of five teams within HIN. S/he utilizes specialized experience in budget and accounting to apply the principles of the Federal Credit Reform Act of 1990 (FCRA), as interpreted through guidance from the Office of Management and Budget (OMB) to manage the TIFIA program funds appropriated by Congress. Working with the budget and accounting staff from the FHWA and the Office of the Secretary, as well as outside technical advisors, you will prepare TIFIA’s annual budget submission, calculate the subsidy cost of each TIFIA transaction, prepare apportionments, collect payments from applicants and borrowers, and ensure that all financial events are recorded properly in the program accounts.

The ideal candidate will be a mid-level professional with experience in the financial operations and practices of corporate business organizations, U.S. capital markets, and Federal budget and accounting principles.

The Financial Analyst 

  • Reconcile TIFIA obligation records with the official FHWA accounting system to ensure that obligations are posted accurately and promptly.
  • Work with DOT budget staff, help prepare the TIFIA finance account apportionment required for the obligation of each loan transaction.
  • Oversee the financial transactions required for disbursement of TIFIA loan proceeds to borrowers.  Ensure that all such Treasury borrowings are executed in advance of disbursement and that sufficient funds reside in the TIFIA financing account at each month’s end.
  • Work with DOT budget and accounting staff and outside technical advisors, oversee preparation of annual calculations of TIFIA interest due and owed Treasury.
  • Maintain the TIFIA Capital Allocation Model to calculate the subsidy cost estimate of each TIFIA transaction.  Review the current model to identify components (e.g., default tables, historical recovery rate tables) that require regular updates from commercial databases, and recommend a schedule of periodic updates.  Document the model’s components and interactions for both internal use and audit purposes.
  • Prepare amortization schedules for TIFIA loans.  Ensure that payments are received on time and recorded appropriately.

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

LEVEL To qualify on Education, you must have: To qualify on Experience, you must have one year of specialized experience equal or equivalent to the following:
GRADE 11 Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
  • Experience in financial and business principles that include at least one of the following:  budgeting, accounting, finance and/or economics.
  You can also qualify based on a combination of education and experience
GRADE 12 There is no education substitute
  • Experience in financial and business principles that include at least two of the following:  budgeting, accounting, finance and/or economics.
GRADE 13  
  • Experience in financial and business principles that include at least two of the following:  budgeting, accounting, finance and/or economics.
  • Experience in transportation finance or project finance.

CONDITIONS OF EMPLOYMENT:
