JOB SUMMARY:

A career with the Forest Service will challenge you to manage and care for more than 193 million acres of our nation's most magnificent lands, conduct research through a network of forest and range experiment stations and the Forest Products Laboratory, and provide assistance to State and private forestry agencies.

This position serves as the District/Zone Fire Management Officer (DZFMO) on a High Complexity unit. Coordinates and directs fire prevention, detection, and suppression operations. Develops fire control plans and documents, including pre-suppression, prevention, detection, and suppression tactics and strategies.

These are permanent positions with varying tours of duty and may include weekend work. Some positions may have irregular and protracted hours of work. Tours of duty include full-time or less than full-time (guaranteed minimum 6 months/13 pay periods of full-time employment). If on a seasonal schedule, you will be placed in a non-pay status for the rest of the season.

PERMANENT OPEN CONTINUOUS RECRUITMENT: This is a continuously open vacancy announcement for one or more locations throughout the Forest Service. The number and location of positions to be filled will be dependent upon individual unit needs. Positions may be filled as career ladders or could be filled at the full performance level dependent upon the individual unit's needs. Availability of government housing, federal day care facilities, and bargaining unit status will vary by location. This position has been identified under the Forest Service Fire Program Management (FS-FPM) and is subject to selective placement factor requirements contained in the Forest Service Fire Program Management (FS-FPM) Standard and Guide when filling this vacancy. FS-FPM selective placement factors are made up of a primary and secondary National Wildfire Coordinating Group (NWCG) core Incident Management Qualifications and Required Training. Serves as the District/Zone Fire Management Officer (DZFMO) in an unit that is categorized as High Complexity. Coordinates and directs fire prevention, detection, and suppression operations. Develops fire control plans and documents, including pre-suppression, prevention, detection, and suppression tactics and strategies. Contributes to the compilation, review, and/or distribution of fire hazard and risk data. Collaborates in the planning of wildland fire suppression and prescribed burning operations. Assists in the determination of resources required for pre-suppression and suppression activities. Provides technical advice and support to districts to ensure integration of fire ecology and effects into all documents, plans, and projects. Supports long-range fire behavior prediction science and climatology. Assists in the establishment and operation of training programs.

Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Develops work improvement plans, recommending personnel actions as necessary. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests.

 

Performs wildfire suppression support as directed within training and physical capabilities and other duties as assigned. Duties listed are at the full performance level.

Basic Qualifications:

Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience directly related to this position should be documented in the online application or resume.

 

 

Qualifying specialized experience must demonstrate the following: 

 

For the GS-09 position, in addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience at least equivalent to GS-07: Assisted in coordinating and executing wildland fire suppression and prescribed burning operations for a district. Developed specific plans for burning projects after analyzing fuels. Addressed a broad range of technical fire management problems, such as analyzing on-the-ground fuel conditions and weather.  

 

For the GS-11 position, in addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience at least equivalent to GS-09: Managed or assisted with a component of a wildland and/or prescribed fire management program. Developed, coordinated and implemented a partial fire program budget. Effectively managed and utilized available dollars taking into consideration changing priorities. Implemented agreements with cooperators. Maintained relationships with entities external to the organization regarding fire management program issues. Assessed various fire management factors such as fuels, suppression capability, resistance to control, ignition probability, predicted rate of speed and flame height, and weather.

 

Substitution of Education for Experience:

The experience requirements for the GS-9 level may be met by completion of two (2) years of graduate level education or a master's degree in a position-related field of forestry or natural resources management.

The experience requirements for the GS-11 level may be met by completion of three (3) years of graduate level education or a doctorate in a position-related field of forestry or natural resources management.

Combination of Education and Experience:

GS-09 equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

GS-11 equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Selective Placement Factors:

  • A minimum 90 days experience performing wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.

REQUIREMENTS:

Subject to satisfactory completion of a one year supervisory/managerial probationary period.

May be subject to satisfactory completion of one year probationary or trial period.

WORK CAPACITY TEST (WCT) for certain Interagency Fire Program Management (IFPM) or Fire Program Management (FS-FPM) positions: This position participates in wildland firefighting activities. Based on the type of work performed, TAKING and PASSING the WCT at the ARDUOUS, MODERATE, or LIGHT level is a condition of employment. The arduous, moderate, or light WCT is dependent on the incumbent’s NWCG (National Wildfire Coordinating Group) incident management qualifications required for their IFPM or FS-FPM position.  This announcement constitutes the required 30 days advanced notice for testing requirements.

Applicants must be at least 18 years of age to be employed in a position performing hazardous duties. An initial pre-employment medical examination is required for arduous fire positions. Failure to meet any of the required medical qualifications will be considered disqualifying for employment.

FIREFIGHTER RETIREMENT COVERAGE: This is a secondary firefighter position under 5 USC 8336(c) (CSRS) and 8412(d) (FERS). At least 90 days of wildland firefighting experience is required. There is no age limit for entry into secondary positions. Firefighter retirement coverage of the incumbent depends upon his or her individual work history.

Some Fire positions may have Conditions of Employment such as: a valid state drivers license; a commercial drivers license (CDL); pre-appointment and random drug testing; or a physical or medical examination.
