This position is located at the National Credit Union Administration, Office of Examination and Insurance, Division of Risk Management.

As a Risk Management Officer you will: 

Manage the operation of the agency's nationwide data gathering and off-site surveillance programs.

Identify and solve problems affecting these programs.

Ensure validity and integrity of data and related analytical functions.

Identify, monitor, and report major conditions and trends that involve potential or known risks to credit unions and the NCUSIF. Develop periodic alerts, reports and bulletins regarding contemporary, emerging, or critical risk management issue.

Develop and presents training for agency staff on data gathering, surveillance, and risk management issues.

Act as an intra-agency liaison to other agency divisions and offices regarding data gathering, data dissemination, surveillance and risk management issues.

 You must have one full year of specialized experience equivalent to the next lower grade level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

For the CU/GS-13: One year of experience comparable to the CU/GS-12 level where the applicant has experience leading an exam team in a large complex financial institution; supervising problem financial institutions; managing a group of financial institutions; serving as a subject matter expert in examination, supervision and operation of financial institutions; and experience in assessing and providing guidance in the area of risk in financial institutions.

 

For the CU/GS-14: One year of experience comparable to the CU/GS-13 level where the applicant has experience managing several troubled financial institutions; participating on liquidation & conservator actions; providing quality control reviews on exam reports; participating on creating policy and financial analysis; and managing large data collection efforts. This experience must include analysis of statistical, financial, and economic trends of or affecting financial institutions.

1.  Ability to conduct financial and statistical analysis, evaluate financial markets, and apply risk management techniques related to financial institutions.

2.  Ability to communicate in writing to develop presentations, reports, etc.

3.  Ability to communicate other than in writing in order to provide guidance in the area of risk in financial institutions.

4.  Knowledge in the areas of examination, supervision, and operation of financial institutions, including laws, regulations, policies, and directives.

OTHER INFORMATION:

If you are selected for this position at the CU-13 level, you may be non-competitively promoted to the next level through CU-14 level provided that you have fulfilled the necessary qualification requirements including any applicable certification processes. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, fulfillment of the necessary qualification requirements, and sufficient work at the higher grade level position. SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's National Pay Rate (NPR)which includes a locality rate of  24.87 percent for the Alexandria, VA geographical area.
