This position is located in the National Credit Union Administration, Division of Capital Markets (DCM). The incumbent reports to the Director of the Capital Markets Division and serves as a Senior Capital Markets Specialist to develop policy on market risk and supervision of credit unions.

This is a Temporary Promotion which may be extended up to an additional 120 days.

 

As a Senior Capital Markets Specialist (Emphasis - Market Risk) with the National Credit Union Administration, Division of Capital Markets (DCM) you will report to the Director of Capital Markets and serve as a Senior Capital Markets Specialist with emphasis on policy for natural person credit unions (NPCU) and corporate credit unions (CCU).

You will provide advice to NCUA management and staff on credit union investments and asset/liability management (ALM) issues; develop policy on market risk; conduct basic research, analyze and prepare special reports, provide statistical information and analysis of trends and projections related to market risk and ALM activities (i.e., Bloomberg); prepare written reports, provide advice for development or revision of rules and regulations (i.e. investments, ALM and liquidity); lead team which develops curriculm and training materials, participates as a senior analyst with regional examiners on NPCU and CCU examinations.

Applicants must have one year (12 months) of specialized experience equivalent to the next lower grade within the federal service. Specialized experience is progressively responsible work experience that relates to the duties of the position and has equipped the candidate with the particular knowledge skills, and abilities to successfully perform the duties of this position. For the CU-15 grade level, applicants must have one year of specialized experience equivalent to the CU/GS-14 grade level. Qualifying specialized experience is demonstrated experience serving as a senior analyst applying theories, principles, and/or practices of finance and market risk management; analyzing balance sheet risk including liquidity and interest rate risk; financial instruments including mortgage assets and associated credit risk; policy development; conducting economic research; applying accounting principles; and/or financial theory and modeling.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

 

1. Knowledge of financial markets, financial institutions,financial instruments, economic research, accounting principles, and financial theory and modeling.

2. Knowledge of the theories, principles, and practices of finance and investment management and how they apply to the financial operations of corporate credit unions and natural person credit unions or similar depository institutions.

3. Knowledge of market risk practices, regulations, procedures and policies to evaluate alternatives being presented to credit unions or similar depository institutions to determine safety and soundness, as well as legality.

4. Skill in applying macroeconomics and monetary policy.

5. Skill in developing written material to include developing financial regulatory policy relating to market risk issues.

6. Ability to effectively express complex ideas and highly technical financial information in an understandable manner.
