  • Responsible for the implementation of all Public Housing programs including the Section 8 Housing Choice Voucher, Certificate and Moderate Rehabilitation Programs; Capital Fund Programs (HOPE VI,  Choice Neighborhood Initiative, development, modernization, and HQS compliance), American Recovery and Reinvestment Act, Management Assessment Programs (for instance, PHAS, SEMAP); Operating Fund programs (operating subsidy); and resident self-sufficiency and economic independence programs.

  • Direct the staff who manages the professional; technical; and clerical staff with knowledge of the key public housing functional areas. The staff provides performance oversight, compliance assurance, technical assistance, coordination, and program implementation for Public Housing Agencies (PHAs) under the jurisdiction of the office.

  • Directly supervises subordinate managers and staff in the immediate office and in remote locations to implement all PIH programs and objectives.

  • Participates in or oversees the provision of technical assistance and oversight of Public Housing Agencies (PHAs) to improve PHA performance in public housing occupancy and housing choice voucher utilization; coordinates and effects solutions for problems at PHAs with a particular focus on recovery and sustainability activities to help troubled or substandard performing PHAs to become standard performers; ensures the creation of problem solving partnerships and insures that staff act as agents to change unacceptable performance of poor performing PHAs.

GS-15:  You qualify at the GS-15 level if you possess one year of specialized experience equivalent to the GS-14 grade level.  Specialized experience is defined as planning, designing and/or development and implementation of broad and complex programs and policies that implement programs at the State of local level, public or private sector.  Experience must include skills in successfully handling complex and sensitive situations and problems. 

There is no education substitution at the GS-15 grade level.

  1. Best Qualified:  Applicants possessing a background that demonstrates a superior level of all evaluation criteria. 90 to 100
  2. Better Qualified:  Applicants possessing a background that demonstrates a satisfactory level of the evaluation criteria. 80 to 89
  3. Qualified:  Applicants possessing the basic qualifications, with general knowledge, skills, and abilities. 70 to 79
