JOB SUMMARY:

NEH is an independent grant-making agency of the government dedicated to supporting research, education, preservation, and public programs in the humanities.

As Deputy Director of HR, incumbent participates with the Director in overall planning, direction, control, coordination and evaluation of the full range of human resources management activities for the National Endowment for the Humanities. Incumbent works with the Director in developing agency human capital/strategic human resources initiatives. Supervises a human resources staff overseeing staffing and recruitment, position management and classification, employee relations, personnel security, payroll and personnel processing and data automation, performance management, incentive awards, pay and leave administration, executive resources, employee development, benefits and other HR activities and assists the Director in labor-management activities.

  • Provides advice and guidance to management on laws and regulations affecting HR functions, analyzing workforce needs, conducting succession planning, and providing developmental opportunities for the overall strategic management of human capital.
  • Drafts agency HR policy.
  • Supervises a staff of HR professionals in a variety of technical HR disciplines.
  • Represents the HR Director when needed in business dealings with top level management and outside agencies.

At the GS-14 level, Qualified candidates must possess: 1 year of specialized experience equivalent to at least the GS-13 level.

Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes the following: Supervising or leading a human resources staff, to include providing leadership and administrative oversight, strategic planning and management of personnel.
