JOB SUMMARY:

The Federal Energy Regulatory Commission, or FERC, is an independent agency that regulates the interstate transmission of natural gas, oil, and electricity. FERC also regulates natural gas and hydropower projects. As part of our goal, we are seeking highly skilled individuals to assist in carrying out the mission of this agency. The Federal Energy Regulatory Commission assists consumers in obtaining reliable, efficient and sustainable energy services at a reasonable cost through appropriate regulatory and market means. This position is located in the Office of Enforcement, which serves the public interest by ensuring effective regulations and protecting customers through understanding markets and their regulation, timely identifying and remedying market problems, assuring compliance with Commission rules and regulations, and detecting and crafting remedies to address market manipulation and other non-compliance issues

The candidate(s) selected for this potision will be responsible for the following duties:

- Develop and maintain databases and data systems necessary for projects and department functions.

- Identify data errors and develop processes to correct the data.  Analyze and problem solve issues with current systems as they relate to the integration and management of energy market data (for example, review for accuracy in record merge, unmerge processes).

- Acquire primary or secondary data from existing internal or external data sources (including scraping sites).  In collaboration with others, develop and implement data collection systems and other strategies that optimize statistical efficiency and data quality.

- Query data, perform statistical analysis, and develop graphs, reports, and presentations of project results.

- Assist in the development and analysis of available information sources associated with electric and gas markets to effectively monitor and analyze complex market structure, conduct and performance.

- Other duties as assigned.

Candidates must have one full year of specialized experience at the next lower grade level. If you are substituting education for experience, you must provide your transcripts for verification.

GS-11

Specialized experience at the GS-9 level is defined substantial experience using statistical software, such as SAS, STATA, SPSS.  S/he should have extensive experience working with large data sets and will have developed and/or performed quantitative analyses and organized large data sets for use in presentations and/or research papers.

OR

Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related 

GS-12

Specialized experience at the GS-11 level is defined as experience in using statistical software and using large databases for quantitative analysis related to energy market issues and presenting analyses to external or internal groups.

HOW YOU WILL BE EVALUATED:

1. Skill in using industry best-practices to set up databases and developing complex databases using database management software (e.g., Oracle, SQL Server.)

2. Knowledge of statistical methods and demonstrated ability to use statistical and data management software like Statistical Analysis Software  (SAS) or Stata or computer programming language C/C++, Java or SQL.

3. Ability to work in teams and communicate with both specialists and non-specialists.

4. Demonstrated ability to document database designs, programming and uses according to industry accepted best practices.
