The Office of Science (SC), Office of the Deputy Director for Resource Management (DDRM) is seeking a motivated and highly-qualified candidate for an exciting full-time permanent position located in the Information Technology & Services Division in Germantown, MD. The mission of Office of the Deputy Director for Resource Management plans, develops, manages, and implements a central management policy support program that utilizes customer service and quality assurance principles to ensure the effective and efficient operation of the Office of Science (SC). These areas include program direction and analysis management; financial management; corporate business management; management analyses; acquisition and financial assistance management; human resources operations; human capital planning; information technology services; grants and contracts management; business and administrative services and scientific and technical information management for the entire Department of Energy. The Office assists in ensuring that SC activities are in full conformance with the Secretary's equal opportunity policies and that prudent business management practices and policies are employed in the proper use of Federal funds. The Office serves as the principal SC-wide point of contact with other DOE staff organizations and represents the business management needs of SC to the Department; coordinates development of the SC position on proposed Orders, regulations, and policy documents; and manages activities required by the Federal Managers' Financial Integrity Act and the Federal Advisory Committee Act. If selected for this position, you will:

  • Serve as the single point of contact and principal advisor for all information management and information technology matters for the entire organization.  Serve as the chief computer and information technology officer for the organization.  Oversee the overall strategy, formulation, and rationalization of multi-million dollar computer engineering and information technology projects.  Provide policy, direction, support, and guidance for staff; supports acquisition of major computer systems, complex network operations, integrated hardware and software, computer systems design, application management, network architecture development and testing, internet/ intranet, and the deployment of new technology products.
  • Provide advice and assistance to the senior management to ensure that information technology is acquired and information resources are managed in a manner that implements the policies and procedures of legislation.  Coordinate and articulate a shared vision and corporate perspective throughout the organization’s information activities and champions initiatives to effectively plan and manage information and to provide for corporate systems that add value to the business lines.  Ensure that technology information is prudently introduced and managed to increase efficiency, improve resource management, simplify processes, and unify information flow across the Department’s business lines.
  • Provide policy, direction, support, and guidance for staff pertaining to such issues as information management and technology operations; IT customer support; network operations; internet/intranet portal; cyber security; COOP/disaster recovery; and implementation of product rollout and efficient deployment of new IT products; direct system and integration test services to ensure delivery of high quality IT products; manage application development and infrastructure related to IT projects; and communication with Federal and contract staff.
  • Provide policy, direction, support, and guidance to staff concerning budget rollouts; business requirements associated with computer engineering and information management/information technology projects, and contract administration functions.
  • Draft the three to five year IT Strategic Plan and the annual IT Operating Plan ensuring that the plans meet customer requirements.  Oversee the execution of the annual Operating Plan for all organization locations.
  • Serve as the Chair for the IT Investment Review Board (IRB) which includes representatives from headquarters, the Field Operations Office, Integrated Support Centers, and the Site Offices.
  • Represent the organization at Departmental meetings on matters pertaining to the areas of responsibility.  Make commitments for the organization with high-level government officials and private sector officials.

Mandatory Technical Qualifications (MTQ's) 

1. Mastery of, and ability to, serve as the principle advisor of a scientific organization in the field of information management and information technology.

2. Mastery of a variety of information management and technology operations.  This includes such things as customer support, portals, cyber security, infrastructure, deployment of new IT products, etc.

3.  Mastery of regulations, policies, and practices governing budgets, contract administration, and personnel.

4. Ability to effectively communicate in writing.

5. Ability to represent the organization at high level, highly visible meetings pertaining to information technology matters.


Executive Core Qualifications (ECQ's) 

1. LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.

2. LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.

5. BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is a member of the SES with career status or has successfully completed an SES Candidate Development Program, certified by the Office of Personnel Management, his/her managerial qualifications must be approved by OPM before appointment can be effected. If you are selected for this position, you will be subject to the U.S. Department of Energy mandatory requirements and will be required to file a public financial disclosure report within 30 days of entry on duty. As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan.
