The incumbent of this position provides administrative and clerical support for human resources managment functions.  Provides technical assistance to managers, supervisors, employees, and higher-grade specialists in two or more human resources functions which may include staffing, pay administration, employee/labor relations, employee development, and position management.

For GS-06

A. Specialized Experience: at least one year of specialized experience equivalent to the GS-05 level in federal service that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes providing administrative and clerical support for human resources management functions in at least two of the following areas: staffing, performance management, position management, pay administration, benefits, employee relations, and labor relations.

For GS-07

A. Specialized Experience: at least one year of specialized experience equivalent to the GS-06 level in federal service that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes providing administrative and clerical support for human resources management functions in at least two of the following areas: staffing, performance management, position management, pay administration, benefits, employee relations, and labor relations.

Time-In-Grade: Time-in-grade requirements must be met by the closing date of this announcement. This requires applicants who have held a GS position at any time within the past 52 weeks to have served at least 52 weeks at the next lower grade level in the normal line of progression for this occupation.

1.  Knowledge of a body of HR rules, regulations, and procedures related to recruitment and staffing, employee/labor relations, employee benefits, and employee development to serve as a technical assistant and perform a full range of human resources support activities. 

 

2.  Working knowledge of the interrelationship among the basic human resources management functions sufficient to understand and apply HR rules and procedures involving classification, staffing, employee relations, and employee development issues. 

 

3.  Skill in oral and written communications in order to explain processes and procedures related to human resources programs.  Ability to use courtesy, tact and diplomacy in dealing with the supervisors, managers, employees, applicants, and other customers.  

 

4.  Knowledge of office automation software processing procedures to execute basic office automation functions.

 

5.  Ability to communicate effectively orally and in writing.

CONDITIONS OF EMPLOYMENT: 

Travel, transportation, and relocation expenses will be paid if the person selected for the position is from outside the local commuting area is otherwise eligible for reimbursement of relocation expenses under the Federal Travel Regulations.

Government housing is not available.

Some Travel maybe required.
