The Natural Resources Conservation Service (NRCS) provides products and services that enable people to be good stewards of the Nation's soil, water, and related natural resources on non-Federal lands.

With our help, people are better able to conserve, maintain, or improve their natural resources.   As a result of our technical and financial assistance, land managers and communities take a comprehensive approach to the use and protection of natural resources in rural, suburban, urban, and developing areas.

This is a developmental position and the incumbent at the full perfomance level of GS-11 will be required to:

 

  • Perform position management and staffing duties to include classification.
  • Perform Delegated Examining Duties.
  • Prepare and process vacancy announcements.
  • Provide guidance and assistance on interpretation of laws and regulations covering various aspects of employment and benefits.

To qualify for the GS-09 grade level:

Applicants must have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal Government.  This experience must have included but is not limited to working with a Human Resources Officer (HRO) or other Management Official to assist with advising on hiring authorities; creating vacancy announcements, managing applicant pools, position classification, advising employees on benefits or similar. 

OR

Applicants must have at least a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a major that is directly related to Human Resources.

OR

Applicants must have a combination of education in a major that is directly related to Human Resources, and experience that is equivalent to one year of specialized experience at the GS-07 grade level.

To qualify for the GS-11 grade level.

Applicants must have at least one year of experience equivalent to the GS-09 grade level in the Federal Government.  This experience must have included but is not limited to working with a Human Resources Officer (HRO) or other Management Official on a variety of legal, regulatory, and procedural issues related to federal civilian recruitment, staffing, classification, employee benefits, employee relations, and other human resources activities. Assignments required the researching rules under Title 5, providing advice and policy interpretation to an HRO on Federal human resources management issues and completing related projects, tasks and duties to assist in meeting human resource management objectives.

OR

Applicants must have at least a PhD or equivalent graduate degree obtained from a college or university, in a major that is directly related to Human Resources.

OR

Applicants must have a combination of education in a major that is directly related to Human Resources and or experience that is equivalent to one year of specialized experience at the GS-09 grade level.

Management has the prerogative to select at any grade level for which this position has been advertised.  If you are placed in this position at a grade lower than the target grade (i.e. the promotion potential grade), you may be promoted to the target grade without further competition.  However, there is no commitment or obligation on the part of management to promote you.  Your promotion will depend upon the continuing need for that level of work to be performed and you ability to perform the higher level duties.
