JOB SUMMARY:

The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives, Native Hawaiians, and affiliated Islanders.

This position is located within the Office of the Deputy Secretary of the Interior. The incumbent serves as the Deputy Program Manager for the Trust Land Consolidation Program. The mission of the program is to acquire fractional interests in trust or restricted land in accordance with the Cobell v. Salazar Settlement Agreement. The Deputy collaborates with the Program Manager to provide leadership, management, and the vision necessary to plan, implement, and oversee the efficient operation of the program.

 

This position is at the full performance level.

Major duties for this position include, but are not limited to the following:

 

Collaborates with the leadership team on the formulation, implementation, and evaluation of all overarching strategic, administrative, and operation decisions regarding the Trust Land Consolidation Program. This includes formulating policies, procedures, priorities, resource allocation, personnel development, stakeholder outreach, performance goals, and operating plans.

 

Positively influences others to achieve results that are consistent with a highly ethical and results driven organization, and that are in the best in the best interest of the organization. Utilizes a collaborative leadership style that facilitates staff and stakeholder confidence.

 

Conducts comprehensive analyses of various critical and sensitive issues in order to provide advice and guidance to the executive management team.

 

Leads assigned initiatives on cross-functional activities to ensure achievement of goals and good stewardship of resources; improve the management and oversight of the program; maximize the strengthening of the government-to-government partnerships; and foster the continued integration of geographically dispersed components of the Land Consolidation Program and the formation of close partnerships with key stakeholders.

 

Represents the program in interactions with the Bureau of Indian Affairs, Office of the Special Trustee, Office of the Secretary, Congressional staff, other federal agencies, tribal governments, and special interest groups. Contributes to policy development based on insights from interactions with these stakeholders.

 

Assists with and supports the goals of the Secretarial Commission on Indian Trust Administration and Reform in its comprehensive evaluation of the Department's management and administration of trust assets. This involves assisting various subcommittees of the Commission to explore the definitions and foundation of the trust relationship and assisting with the coordination of internal and external outreach and the provision of necessary information to support the Commission in fulfilling its objectives.

To qualify for this position you must have one full year of specialized experience equivalent to at least the next lower grade level (GS-14).  Specialized Experience is that which equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as: (1) working with high-level officials to develop or review reports for state, tribal, or other local governments, OMB and/or Congress; (2) establishing and managing compliance with performance standards and metrics for individual employees, programs or business processes; (3) drafting and presenting policy options and recommendations; and (4) working with or providing advice concerning Indian trust related services or programs.
