This position will be assigned to the Cooperative Studies Program Coordinating Center (CSPCC) located at the VA Connecticut Healthcare System in West Haven, CT working as a Program Analyst.  This is a national program that provides collaboration for research design, statistical analysis, data management and administrative coordination for clinical trials involving scientific areas of research.  These multi-site trials involve drugs, devices, and treatment methodologies and are conducted nationally and internationally. This center primarily functions within the Department of Veterans Affairs, but has also assumed a significant role in the conduct of trials sponsored by the National Institutes of Health, Department of Defense and various pharmaceutical companies. The result of the work performed by the employee supports the overall programs and mission of VA Cooperative Studies Program and clinical trial research. Your duties may include but are not limited to the following:  

·         Serves as the main resource for the study team in planning data management processing systems for new clinical trials.

·         Designs, develops, implements and maintains statistical programs.

·         Utilizes state of the art software applications, and identifies system objectives, functions, and CSPCC requirements; evaluates technology alternatives and systems design strategies based on need and, availability; analyzes existing systems capabilities, compatibility, and interoperability; prepares technical specifications; monitors development; designs and monitors testing; and conducts post installation evaluation. 

·         Develops, documents and implements database recovery and disaster recovery techniques on current and new programs designed for the collection of clinical trial data. 

·         Evaluates current data management procedures; develops new or supplemental guidance to improve the quality of the testing process and the reliability and predictability of test results; and develops benchmarks for use by systems analysts and applications developers in evaluating the adequacy of test plans and test data. 

·         Test and evaluates software releases and ensures that all software related initiatives are executed in conformance with appropriate policies and standards.

Specialized Experience: MUST possess one year of specialized experience equipped with the particular knowledge, skills, and abilities to perform successfully the duties of the Program Analyst position, and that is typically in or related to the work of the position. To be creditable the experience must have been equivalent to at least the GS 11 grade level in Federal service. Examples of specialized experience include: working experience with research design, statistical analysis and data management for clinical trials involving scientific areas of research on medical research projects; analyzing interrelated issues of effectiveness, efficiency, and productivity of clinical trial programs; developing plan goals and objectives of program operations; performing database management; investigating and analyzing unusual conditions, resolving critical problems and or developing, testing and determining methods or different approaches. NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.  

A Quality Ranking Factor* has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position.  The quality ranking factor for this position is:  possess advanced experience as a SAS program analyst with extensive knowledge of current statistical packages, such as SAS (PC and UNIX versions), and up-to-date software systems. 

*Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening, but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor.  

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

·         Knowledge and skill in applying analytical and evaluative methods and techniques to issues or clinical trials concerning the efficiency and effectiveness of program operations.        

·         Knowledge of a wide range of design/diagnostic tools, applications software development principles and methods sufficient to participate in design, development, testing and implementation of new or modified applications software.

·         Experience and knowledge of statistical programming language and technical documentation methods. 

Physical Demands and Work Environment: The work is primarily sedentary (sitting at desk or computer), although some slight physical effort may be required. The work is typically performed in an adequately lighted and climate controlled office. The work environment involves everyday risks or discomforts that require normal safety precautions. This position may require occasional travel, usually an annual meeting per assigned clinical trial research project.
