NOTE: This is a TERM appointment (not-to-exceed 13 months). Term appointments are non-status, nonpermanent appointments of limited duration. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition. 

Employee will be assigned to Health Services Research and Development (HSR&D), Rural Health Resource Center (RHRC), VA Healthcare System, Iowa City, IA, participating collaboratively in health services research development and working directly with administrative managers, investigators, research coordinators, and research business office staff. Duties include, but may not be limited to the following:

  • Assists the Rural Health Resource Center (RHRC) Deputy Director in the administrative support of Center activities.
  • Communicates with study staff (on site and at other study sites), as well as other interested parties to answer questions, provide information, and ensure appropriate conduct of project activities.
  • Ensures that Institutional Review Board (IRB)/Research and Development (R&D) Committee approval is obtained for all studies and monitors IRB activities.
  • Assists the Deputy Director in preparing, organizing, and submitting forms and documents to funding agencies.
  • Maintains calendars for Directors; and maintains Center project and personnel documentation for report to VA Central Office (VACO).
  • Manages and oversees data use agreements in collaboration with investigators, database managers, and administrative staff for Center collaborations; and maintains files of relevant documents, letters, and study results.
  • Assists in collecting, organizing, and maintaining Center and personnel data for summary reports to VACO and for internal report generation; and establishes and implements procedures for ensuring timely reporting of data and of the accuracy of data submitted.
  • Assists in developing procedures for monitoring compliance with protocols; and assists in preparing sections of working papers, interim reports, final reports, and Center-related correspondence to both VA and non-VA audiences.
  • Assists the Deputy Director in coordinating the submission of proposals and projects, including: obtains supporting documents from investigators, consultants, and sites; reviews documents for completeness and accuracy; and enters information into electronic templates for grant submission to funding agencies.
  • Troubleshoots as needed to work through and solve research, technical, and administrative problems that arise in the Center and research projects conducted by RHRC investigators. 

WORK SCHEDULE: Monday – Friday, 8:00am – 4:30pm.

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). The Selective Placement Factor for this position is:

Must have experience independently managing administrative functions in a research office setting.

SPECIALIZED EXPERIENCE:  Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service. Specialized experience may include: knowledge of the principles and practices of health services research; managing and prioritizing tasks of a research program/office; preparing, organizing, and submitting forms and documents to funding agencies; maintaining appointment calendars; preparing working papers and reports; and developing techniques to address issues/problems that arise.

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED) - Applicants must possess at least 2 full years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

COMBINING EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

  • Ability to manage administrative functions.
  • Ability to work independently on multiple tasks or projects while meeting deadlines.
  • Ability to perform data management.
  • Ability to successfully communicate with a wide range of contacts.

PHYSICAL REQUIREMENTS: The work is primarily sedentary. Typically the employee may sit comfortably to do the work. There may be some walking, standing, bending, and carrying of light items such as audio visual equipment, Xerox paper and books. At times during the year, there may be occasions of more physically strenuous duties which may include assistance in the moving and relocation of equipment, transporting boxes to the post office for mailing, etc. Some travel to participating sites, either by car or plane, may also be required.

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
