JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This is not a true vacancy. Area of consideration will be at the individual projects only, consisting of career and career-conditional employees. Selectee will be reassigned to the dual-rated position, whichh will serve in the Power Plant Mechanic Leader capacity when required.

 

This position is located at a hydro-electric generating facility that includes hydropower, navigation, fish passage and recreational activities. The project spans the Columbia River near the town of Umatilla in northeastern Oregon, approximately 10 miles north of Hermiston, Oregon and 30 miles south of Kennewick, Washington. The area is mostly desert with irrigation for agriculture and crop production. The project lies in close proximity to Hermiston, Oregon and the Tri-Cities of Kennewick, Pasco and Richland, WA, which are full service communities. There is a daily van pool from the Tri-Cities. Employees working at McNary Dam and living in the State of Washington are exempt from Oregon state tax.

-Serves as a fully qualified Power Plant Mechanic performing a combination of shop, plant and outside work as a multiple purpose hydroelectric power project.
- Performs general powerhouse mechanical equipment maintenance. Duties include identification and correction of problems causing mechanical equipment malfunctions, as well as performing periodic and unscheduled maintenance/repair of equipment common to hydroelectric facilities. Such equipment includes but is not limited to turbines, generators, governors, spillway and intake hoist equipment, pneumatic devices, HVAC equipment, sewage and water treatment facilities, hydraulic equipment, etc.

- Performs a variety of types of welding (oxygen-acetylene, shielded metal-arc, TIG, MIG), cutting (oxygen-acetylene, carbon arc), brazing, and soldering operations.

Screen Out Element: I have experience performing the common tasks of a journeyman mechanic in diagnosing, repairing, adjusting, maintaining, and lubricating bearings, gears, engines, compressors, and hydraulic equipment together with the capability of operating the machine tools and equipment necessary to produce products within tolerances and surface roughness required under close supervision of a supervisory mechanic with inspection performed at the completion of each task.(Failure to meet the screen out element will result in an ineligible rating.)

 

Application packages will be reviewed and screened for experience and/or training which provided the knowledge of Equipment Assembly, Installation, Repair, etc.; Technical Practices (theoretical, precise, artistic), Ability to Interpret Instructions, Specifications, etc. (includes blueprint reading); Ability to Use and Maintain Tools and Equipment; Knowedge of Materials; Troubleshooting.

Physical effort: The incumbent must have physical endurance to work for prolonged periods in cramped, poorly accessible sites when repairing or servicing installed equipment. Physical effort requires prolonged standing, walking, climbing, bending, stooping, kneeling, pushing, pulling, twisting, and lifting and carrying objects frequently weighing up to, and occasionally over, 45 pounds. Machinist work requires acute dexterity.

 

Working Conditions:Work is performed in the machine shop, in the powerhouse and other project structures and outdoors. The employee is exposed to noise, heights, oils, greases, confined areas, dust, dirt, water, heat or cold. Also may be exposed to odors, fumes and/or moving and energized equipment. Must wear appropriate safety equipment and protective clothing, and successfully complete and maintain all occupational health requirements.
