Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
***Experience conducting independent market research for real estate and determines if existing property is being used to its highest and best use and direct comparative studies of existing assets.
***Experience conducting financial analysis and risks assessments, such as cash flows analysis to evaluate lease vs. purchase decisions.
***Experience reviewing appraisals on a broad range of properties with extremely complex characteristics particular to the acquisition, renovation, and disposition on a wide range of property overseas, and negotiates with original appraisers on problems or inconsistencies in their reports.
***Experience managing commercial real estate appraisal of complex multi-million dollar properties.
***Experience analyzing problems, conceptualizing innovative solutions, and articulate problems and proposals in a concise, accurate, and persuasive manner.
There is no substitute of education for specialized experience for the GS-14 position.
HOW YOU WILL BE EVALUATED:

- Mastery of wide range of methods and processes for conducting real property valuations, including real estate appraisal principles, methods, financial analysis, and capitalization theory.
- Experience in commercial real estate appraisal of complex multi-million dollar properties.
- Knowledge and experience in conducting independent real estate market research, organizing the data, drawing applicable conclusions from the data, and communication the conclusions to others who may or may not have a real estate background.
- Experience in using accepted financial models for analyzing investment alternatives.
- Ability to communicate orally.
- Ability to communicate in writing.
