JOB SUMMARY:

HAWAII ARMY NATIONAL GUARD 

NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted service position that requires active military membership in a compatible military position in the Hawaii Army National Guard (HIARNG). Selectee will be required to wear the military uniform.  Acceptance of this position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the HIARNG, must be eligible for immediate membership prior to full time employment in this position.

LOCATION:  Office of the State Surgeon (OTSS), Medical Detachment, Hawaii Army National Guard, Kalaeloa, Hawaii

SUMMARY OF DUTIES: The purpose of this position is to plan, develop, analyze, and review occupational health nursing services and program requirements and determines impact on National Guard military and civilian personnel and public health. 
• Evaluates and administers comprehensive occupational health programs, services and capabilities for military and civilian personnel in the work environment to include field operations, garrison, industrial and administrative sites. 
• Provides occupational health services and medical treatment for non-occupational and occupational health illnesses and injuries IAW incumbents scope of employment, professional State Nursing License “scope of practice”, and medical directives approved by a qualified, licensed physician. 
• Reviews and evaluates data to determine the need for expanded occupational health services by participating on interdisciplinary teams involving safety, environmental and industrial hygiene related consultation visits, risk assessment surveys of organizations, facilities and work areas. 
• Manages the Federal Technician Case Management Program. 
• Develops and maintains a Health Education/Counseling program. 
• Establishes quality improvement monitoring systems and evaluating criteria. 
• Supervises Preventive Medicine Section personnel and performs other duties as assigned.

BASIC Requirements.  Candidates at all grades must have active, current registration as a professional nurse and meet one of the following requirements:

    (1)  Graduation with a bachelor’s or higher degree in nursing OR
    (2)  Graduation from a 3-year (at least 30 months) diploma program of professional nursing OR
    (3)   Graduation from an associate degree program or other program of at least 2 years in a school of professional nursing


AND


A degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Common-wealth of Puerto Rico, or a territory of the United States.

SPECIALIZED Experience.  Must have at least 36 months of specialized experience education, or training in the full range of professional nursing care principles, practices and procedures.  Experience in assessing, planning, implementing and evaluating employee/patient care utilizing the nursing process in determining employer hygiene problems, pre-placement termination and periodic screening tests to determine proper health care of hazards in a work environment.  Experience acquired from training or education using health care equipment and techniques common to normal nursing practices. Develops and implements occupational health protection plans, informational material, SOPs, policies, procedures and regulations.  Experience in compiling statistical information, maintaining records and reports.  Experience with Employee Illness/Injury and Office of Worker Compensation Program (OWCP) cases.  Experience in public health nursing.   Experience working with Industrial Hygiene and Environmental Health.


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE

Completion of all requirements for a doctoral degree (PH. D. or equivalent) or three full academic years of graduate education.  Combination of professional experience and graduate education:  Equivalent combinations of professional experience and graduate education of the types described under “Experience” are acceptable.  

OTHER Requirement:  Must submit a current COHN or COHN-S board of certification by the American Board of Occupational Health Nurses (ABOHN).

NOTES TO APPLICANTS:

    c. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.
    d. Permanent change of station (PCS) expenses may not be authorized for this position.  Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

    e.  In addition to your application, documents of last performance appraisal may be submitted.  If the performance appraisals are not available, documents of past civilian performance, letter of recommendations, and or military performance may be submitted.  These documents will be evaluated as part of the selection process.

   f.  Applicants may be screened and evaluated on military attributes directly related to the 
compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or the ability to work with others (teamwork) in a military environment.

    g.  Final selection will be based upon qualifications, suitability, and available manpower resources.

    h. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee’s Form I-9 to confirm work authorization.

    i. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment.  Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.

    j.   Grade level placement will be determined based on the Interview Boards recommendation.

    k. Recruitment or Relocation bonus may be offered. Authorization for payment will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard and approved by National Guard Bureau.
