JOB SUMMARY:

The Federal Railroad Administration (FRA) is responsible for ensuring safety of the Nation's passenger and freight rail operations and infrastructure by promoting safe, efficient and accessible rail transportation. The mission and focus of FRA has grown to include the design and management of an unprecedented investment in the creation of a nationwide passenger rail network. FRA is providing leadership for the creation of a more balanced transportation system, transforming the way Americans travel.

This position is located in the Office of Associate Administrator for Safety, Safety Knowledge Management Division, Federal Railroad Administration (FRA) and serves as a senior specialist responsible for the full lifecycle development of assigned data/information management projects for a broad range of Railroad Safety Information System (RSIS) customers.

You will serve as a Program Analyst for various critical databases maintained by the Office of Safety.  As such,you must be knowledgeable of applicable laws, regulations, policies, etc., concerning record keeping and reporting.  Establish database standards regarding verification, codes, structures, and maintain consistency of application across widely differing information systems. You will be the subject matter expert on the contents of the various files and provide feedback to appropriate officials.

An ideal candidate has experience in organizing, analyzing and maintaining data collected from different sources and experience interpreting/evaluating short and long term strategic initiatives to determine the best methods to capture, verify, and analyze data. They also have experience sorting various data source to determine their relevance to the data analysis objective in order to draw an accurate inference by using various computer programming languages (SAS is preferred) and techniques. Finally, the ideal candidate should be self-motivated and have the ability to pay close attention to detail.

Below are examples of the type of responsibility the Program Analyst has. This is not an exhaustive list.

 

  • Develops computer programs/applications and procedures for producing information of a critical or sensitive nature where accuracy, timeliness, relevance, and ease of understanding are crucial.
  • Develops and implements quality control procedures for information systems.
  • Manages various components of the Railroad Safety Information System (RSIS).  Primary among these are the Railroad Accident/Incident Reporting System (RAIRS), the Railroad Inspection Reporting System (RIRS), and the Grade Crossing Inventory System (GCIS).
  • Writes and distributes reporting instructions, policy statements, etc., for use by railroads and FRA’s compliance officers.
  • Conducts ongoing training in the use of the various applications to enhance the knowledge of users so that they are able to do their jobs more effectively. This is accomplished through a variety of formats ranging from e-mail bulletins to group training.

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

LEVEL To qualify, you must have at least one year of specialized experience equal or equivalent to theGS-12 grade level for this occupation, which includes the following:
GRADE 13
  • Experience in data management including database systems analysis, data normalization and presentation.
  • Experience with database management, including data modeling methodologies, data mining, data storage, data warehousing concepts and technology in order to develop, implement, and maintain database systems to meet end-user requirements.

CONDITIONS OF EMPLOYMENT:

Travel and transportation expenses will not be paid if a candidate outside the FRA is selected OR a FRA employee accepts a change to the lower grade that results in a geographical reassignment for this position vacancy.
  • GOVERNMENT TRAVEL CARD: You must be able to obtain and retain a Government contractor-issued travel card to be used for official business as a condition of employment. If unable to obtain and/or retain a card, you may be subject to removal. Those who fail to meet this condition of employment will have our offer of employment rescinded.
  • TIME-IN-GRADE:  Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F.
