This position is located in the Business Operations Department of the the Supervisor of Shipbuilding, Conversion and Repair, United States Navy (USN), Groton, CT (SUPSHIP). The purpose of this position is to support the Division Head/Assistant Contracts Officer/Contracts Officer in evaluating proposals for prime contracts awarded by the Naval Sea Systems Command, evaluating subcontract awards under prime contracts administered by this office, and performing contract administration for assigned prime contracts, including required negotiations APPLY NOW! ·         Perform proposal evaluations for nuclear powered submarine design and/or construction contracts awarded by the Naval Sea Systems Command point of contacts.

·         Perform pre-award evaluations for subcontracts, which require Contracting Officer consent or ratification, awarded under major prime contracts that are administered by the office.

·         Accomplish a broad range of contract administration functions including any required negotiations for delay and/or disruption claims, contract change orders, supplemental agreements, insurance claims, and other equitable adjustments as required.

 

DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT (DAWIA)

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.  Applicants should meet the DAWIA Certification requirements for the Contracting (CON) Career Field and be certified at Level II at the time of application.  If you possess DAWIA Certification, please indicate your Certification Level and Career Field information in your resume.

BASIC REQUIREMENT: Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).

NOTE:  The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current DoD employees who occupied 1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000 are exempt from meeting this requirement.

SPECIALIZED EXPERIENCE (GS-09): Applicants must have one or more years of progressively related experience. Specialized experience is:

  • Experience with a limited range of contract types, such as fixed-price, cost reimbursement, indefinite quantity, or time and material and require clauses and special provisions to plan and carry out the procurement and to recommend awards.

SPECIALIZED EXPERIENCE (GS-11): Applicants must have one or more years of progressively related experience. Specialized experience is:

·   Preparing solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry

· Evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of  competition

SPECIALIZED EXPERIENCE (GS-12): Applicants must have one or more years of progressively related experience. Specialized experience is: 

·         Conducting acquisition planning and contract pre-award functions to include: determining method of procurement and contract type, documenting the acquisition strategy, and obtaining appropriate approvals

·         Preparing solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry

·         Evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition

·         Administering contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations

            ·        Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues

 

PART-TIME OR UNPAID EXPERIENCE:Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

EDUCATION:

POSITIVE EDUCATION REQUIREMENTS: This position has a Positive Education Requirement. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis.
