Position is permanent, full-time.

 

Incumbent serves as the Chief, Division of Protection and Natural Resource Management for Pecos National Historical Park. As such, the incumbent has full delegated responsibility for division operations, planning, public relations, direction, organization, staffing and program evaluation. The Chief Ranger manages division activities to ensure maximum utilization of personnel, material and funds, and the optimum protection of park features and management of natural resources.

 

Pecos National Historical Park - Preserves 12,000 years of history including the ancient pueblo of Pecos, two Spanish Colonial Missions, Santa Fe Trail sites, 20th century ranch history of Forked Lightning Ranch, and the site of the Civil War Battle of Glorieta Pass. This position serves as a Division Chief and is a member of the Park Management Team at Pecos National Historical Park. The incumbent is the principle law enforcement official for Pecos and provides oversight and program coverage for Fort Union National Monument, and as such, is responsible for the protection of cultural and natural resources at both units, through a subordinate staff. The position is responsible for the management of Natural Resources and both the Wildland and Prescribed Fire programs at Pecos, as well as emergency medical services (EMS) and search and rescue (SAR) activities. The incumbent directly supervises two GS-9 Park Rangers, and through these positions indirectly supervises technical and law enforcement/ranger activities staff and several seasonal interns and volunteers, funding permitting.

 

PHYSICAL DEMANDS: This is a physically arduous position. Incumbent must keep in excellent physical condition. Duties involve field work requiring strenuous physical performance, endurance, and superior condition. Work requires prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying items weighing over 50 pounds. Must be able to meet medical and physical fitness requirements for law enforcement and emergency services duties. Dangerous situations may require confrontation and apprehension.

 

WORK ENVIRONMENT: Work includes both office and outdoor settings. Routinely exposed to discomforts including extreme weather temperatures. Environment includes rough terrain, poisonous snakes and insects, and thorny plants. The incumbent is exposed to high-risk and potentially dangerous situations.

 

AREA INFORMATION/HOUSING INFORMATION: Pecos National Historical Park is located 2 miles south of the village of  Pecos, New Mexico on State Highway 63, four miles north of Interstate 25, Pecos NHP is 25 miles east of Santa Fe and 44 miles to the west of Las Vegas, New Mexico. The multi-cultural resources of the park are enclosed in a predominately pinon/juniper woodland plant community with elevations from 6900 to 7400 feet. Precipitation averages 7 to 10 inches per year. Snowfall averages 12 to 16 inches in the winter. Average maximum winter temperature is 40 degrees. Average maximum summer temperature is 80 degrees. Elementary and secondary schools as well as banking facilities are available in Pecos. Las Vegas provides all modern amenities and collegiate opportunities while Santa Fe provides all the cultural features of a major metropolitan area. Government housing is not available.

All qualifications must be met by the closing date of this announcement, Tuesday, November 20, 2012.  Qualifying experience may be obtained in the private or public sectors.  

 

For GS-12 Level:

Must possess one year of specialized experience equivalent to at least the GS-11 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include, but are not limited to, the following: managing a law enforcement program including the protection, conservation, use, and management of natural and/or cultural resources in park areas or similar operations, which involved the application of law enforcement authorities and procedures to protect visitors and resources; management or program specialist work involving the development and/or implementation of policy related to law enforcement and visitor protection in park areas or similar operations; or other similar work. To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-11 grade level in the federal service.

QUALIFICATIONS: To be eligible for this position, you must possess the qualifying specialized experience and/or education as well as the selective factors as described in the occupational/assessment questionnaire and as outlined below.

 

Time-in-Grade Requirements: Time-in-grade requirements must be met by the closing date of this announcement. This requires applicants who have held a GS position at any time within the past 52 weeks to have served at least 52 weeks at the next lower grade level in the normal line of progression for this occupation.


 

Requirements

1. You may be required to serve a probationary period of 1 year.

2. This is a supervisory position. Employees who are initially appointed to supervisory positions must serve a supervisory probationary period of one year.

3. Must possess or be able to obtain a Level I Law Enforcement Commission.

4. This position has been approved for coverage as a "SECONDARY-ADMINISTRATIVE" Law Enforcement position under the special retirement program for firefighters and law enforcement officers of 5 U.S.C.8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS).  PLEASE NOTE: Applicants may meet position qualification requirements, but not meet special retirement coverage eligibility. If such an applicant is selected, he/she will be placed in the regular retirement code. Under CSRS to be eligible for Secondary retirement coverage, an employee must transfer directly (without a break in service exceeding 3 days) from a primary rigorous position to a secondary position. Under FERS to be eligible for Secondary retirement coverage and employee: while covered under the retirement provision moves directly (without a break in service exceeding 3 days) from a primary position to a secondary position: AND complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld: AND must be continuously employed in a secondary position or positions since moving from a primary rigorous position. Except a break in employment in a secondary positions that begins with an involuntary separation (not for cause).

In addition, for positions covered under 6(c) as secondary-administrative, management has certified that a MANDATORY PREREQUISITE exists -- prior experience in a primary law enforcement position or equivalent experience outside the Federal Government, is a mandatory prerequisite.

5. In accordance with Executive Order 12564 and Department of Interior guidelines, applicants selected for this position are required to submit to a drug test and receive a negative drug test prior to appointment. In addition, this position is a drug testing designated position subject to random testing for illegal drug use throughout the tenure of this appointment.

6. Must pass a pre-employment medical test.  Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties and pass a medical examination (which includes vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. The agency will pay for this examination.

7. The duties of this position require arduous physical exertion involving walking, running, lifting, standing, use of firearms, and exposure to inclement weather. The Physical Efficiency Battery (PEB) is a fitness test consisting of five different components: 1) agility run – measures the ability to get up from the ground and sprint while changing directions; 2) bench press – measures the upper body strength for one repetition; 3) 1.5 mile run – measures cardio/respiratory fitness; 4) sit and reach – measures the flexibility in the lower back, legs and shoulders; and 5) body composition – measures the body fat. Prior to appointment, applicants will be tested in all five components, but only the agility run, bench press and 1.5 mile run will be measured for a passing score in the 25th percentile (age and gender adjusted) of these components. These procedures will ensure that law enforcement officers are capable of performing strenuous physical training and law enforcement duties. Applicants shall be disqualified for appointment if they fail to meet any physical requirements. Probationary or seasonal employment is subject to termination for failure to meet the 25th percentile in each of the identified components being measured.

8. Applicants must possess a valid state driver's license. This position requires that you operate a government (or private) motor vehicle as part of your official duties. A valid State driver's license is required. As a condition of employment, you will be required to submit a completed GSA Form 3607, Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. If you are tentatively selected for employment in this position, you will be required to complete GSA Form 3607 and submit the above State issued documents. Your employment, after your tentative selection, will be contingent upon receipt of these documents in a timely manner and that those documents establish, to the satisfaction of the selecting official, that you possess a valid driver's license.

9. Must wear the National Park Service uniform and comply with National Park Service uniform standards including PPE (body armor) and law enforcement equipment. A uniform allowance will be provided to defray the cost of the uniform.

10. May be assigned to work nights, early mornings, rotating shifts, holidays, and weekends.

11. Must be at least 21 years old.

12. Must be free of any domestic violence convictions. If you have ever been convicted of a misdemeanor crime of domestic violence, it is a felony for you to possess any firearm or ammunition. As a condition of employment, you are required to carry weapons and ammunition as a part of your official duties. Therefore, an individual with a conviction of a misdemeanor crime of domestic violence will not be eligible for this position.
