This position is located in the National Credit Union Administration, Office of Examination and Insurance. The incumbent of this position provides any resulting recommendations or observations to the Division Director for use in developing recommendations for preventing or reducing losses in the future.

This position is in a bargaining unit.

DUTY STATION STATEMENT: Negotiable within continental United States, however, relocation expenses will only be paid for NCUA employees, relocating to Alexandria, VA.


You will be responsible for identifying current and potential risk to the National Credit Union Share Insurance Fund (NCUSIF) and to provide guidance and oversight to ensure consistency among regions in adherence to current policies and procedures regarding problem case credit unions. You will review the most severe and complex credit unions and provide the Director of Examination and Insurance with advice and recommendations. You will be responsible for ensuring that the safety of the NCUSIF is not jeopardized by requests that would result in avoidable losses or inconsistent application of established Board policy. You will identify and monitor all trends that involve a potential or known risk to the NCUSIF. In concert with regional offices, you will develop, update, and revise agency policy and procedures pertaining to the supervisory program for all federally insured credit unions. You will provide advice to regional office staff about proposed supervisory actions to deal with severe problems in federally insured credit unions consistent with current practices and procedures and based on your knowledge from post mortem reviews of what has worked best and the supervisory adjustments that these post mortems have advised. You will develop, update, and maintain a computer-based system of identifying federally insured credit unions that have existing or emerging problem areas so that risks to the Fund are identified and effectively dealt with on a timely basis.

Applicants must have one year of specialized experience equivalent to the next lower grade level by the date the announcement closes. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. 

For the CU-13: One year of experience comparable to the CU-12 level where the applicant has direct experience in examination, supervision and operation of financial institutions; and experience in assessing and providing guidance in the area of risk in financial institutions.

For the CU-14: One year of experience comparable to the CU-13 level where the applicant has direct experience identifying risk to depository insurance or guaranteed funds, developing policy, monitoring risk at credit unions or financial institutions and applying related financial policies regarding actions. This experience must include analysis of statistical, financial, and economic trends of or affecting financial institutions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:


1. Knowledge of examination, supervision, and operational procedures of a financial institution.

2. Knowledge of accounting procedures.

3. Skill in examining and supervising financial institutions.

4. Knowledge of supervisory programs, policy development and financial institution regulation.

5. Ability to communicate effectively in writing.

6. Ability to communicate effectively other than in writing in order to deal with personnel and present differing points of view successfully.

Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, fulfillment of the necessary qualification requirements, and sufficient work at the higher grade level position. SALARY: Pay will be set using NCUA's Compensation policy. 

The salary range shown is NCUA's National Pay Rate (NPR). The NPR will increase by the geographic rate for the assigned duty location. NCUA IS A COMPETITIVE SERVICE AGENCY.
