NCUA is the federal agency that charters and supervises federal credit unions and insures savings in federal and most state-chartered credit unions across the country through the National Credit Union Share Insurance Fund (NCUSIF), a federal fund backed by the full faith and credit of the United States Government. 

This position is located in the Office of National Examinations and Supervision and serves as an expert on agriculture lending, member business lending, commercial lending, real estate lending, indirect lending, and/or other complex loan programs.

Duty Station Statement: The duty station is negotiable, however, you must live within 40 miles of a major airport.

 

As a National Lending Specialist you will:

Conduct reviews of credit unions of varying asset size by planning and performing supervision and examination activities to fulfill program objectives.

Serve as an expert to staff during examinations or reviews of credit unions and credit union service organizations (CUSOs) with complex lending programs including complex Member Business Loan waiver requests as needed.

Function as project manager directing staff efforts on special projects relative to specialized lending.

Serve as primary problem solver in credit unions identified as having operational management and/or financial difficulties due to lending practices.

Develop and recommend course of action for solution or problems relating to agriculture, member business, commercial, real estate lending risks and other complex lending programs. Guide and assist credit union officials in resolving areas of concern.

Devise innovative techniques to assist other NCUA staff and/or state supervisory authorities in designing specially tailored actions that will result in correction of operational management and/or financial difficulties resulting from agricultural, member business, commercial, real estate, and other complex lending programs.

Develop training material, write examiner guidance and teach at all levels of the national and regional lending curriculum.

CU-13: Applicants must have one year of specialized experience at the CU-12 level reviewing and analyzing agriculture, real estate, and/or commercial loan products and programs; and preparing written material.

CU-14: Applicants must have one year of specialized experience at the CU-13 level reviewing and analyzing agriculture, real estate, and commercial loan products and programs; and preparing written material; and providing examiner guidance and training.

1. Ability to communicate in writing to prepare guidance, develop training, reports, memorandum, and other documents that clearly and concisely present material issues and concerns to readers with differing levels of knowledge and backgrounds.

2. Ability to communicate other than in writing to administer training, and provide guidance in a professional manner to individuals with differing levels of knowledge and backgrounds.

3. Knowledge of laws and regulations related to consumer and commercial lending.

4. Ability to review lending programs and make appropriate recommendations for corrective action.

5. Knowledge of data management techniques and systems for risk management within complex lending portfolios.

OTHER INFORMATION:

If you are selected for this position at the CU-13 you may be non-competitively promoted to the CU-14 level provided that you have fulfilled the necessary qualification requirements including any applicable certification processes. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, fulfillment of the necessary qualification requirements, and sufficient work at the higher grade level position. SALARY: Pay will be set using NCUA's Compensation policy.  The salary range shown is NCUA's National Pay Rate (NPR). The NPR will increase by the geographic rate for the assigned duty location.
