The Research and Innovative Technology Administration (RITA) coordinates the U.S. Department of Transportation's (DOT) research programs and is charged with advancing the deployment of cross-cutting technologies to improve our Nation's transportation system.

This position is located in the National Transportation Library, Bureau of Transportation Statistics, Research and Innovative Technology Administration (RITA), U.S. Department of Transportation. The National Transportation Library (NTL) serves as a repository of public access materials from the Department, public, academic and private organizations from around the country. The mission of the NTL is to provide timely and relevant information to transportation researchers, practitioners, and the general public. The NTL was authorized by legislation (Transportation Equity Act for the 21st Century (TEA-21) in 1998, and consists of a digital repository, 130,000-item physical collection, USDOT Historian's archive, a union catalog (TLCAT, a subset of WorldCat), a bibliographic database with links to full-text documents, and an extensive digital reference service responding to individual inquiries worldwide. The library's professional staff provides guidance and access to information resources, both within the physical library online through databases, information networks, and cooperative arrangements.

RITA is looking for an experienced motivated and self-reliant candidate willing to learn and adapt to change in working with skilled professionals that ensure the safety and fairness of the transportation industry.  This position is located in the New DOT building, which sits directly across the street from the metro and blocks away from the new National’s Baseball stadium. RITA has flexible work schedules and flexible health benefits.

As a Reference Librarian, you will:

  • Deliver virtual reference services to RITA and USDOT stakeholders by responding to information requests received via email, phone and webform; developing new and maintaining existing frequently asked questions that form a searchable knowledge base; and compiling and analyzing statistics on the service and recommending process improvements.
  • Investigate and implement tools for reference services. Activities include recommendation of policies and procedures for operation of NTL Reference Service, customizing software to meet the office’s needs, evaluation of software use for reference and other applications.
  • Instruct clientele, either individually or in groups, in effective research methods and techniques, and in the use of information resources.
  • Participate in teams developing, maintaining, and improving RITA, BTS, and NTL initiatives, services, programs, and products, including developing and executing outreach programs and service for NTL stakeholders to be delivered by the NTL Reference Team.
  • Serve as NTL representative on designated federal and transportation information organizations.

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.


To qualify, you must have at least one year of specialized experience equal or equivalent to the following:


Experience providing virtual reference services which includes timely responding to information requests received via email, phone and webform, developing and maintaining a frequently asked questions knowledge base, providing online training, meeting information needs of patrons, conducting searches, and planning reference and instruction program/services to meet patrons needs.
