The USCG is announcing a challenging Senior Executive Service career opportunity to serve as the Deputy Assistant Commandant for Engineering and Logistics. In this capacity, the incumbent has direct impact on engineering and logistics policy for the U.S. Coast Guard. The incumbent provides executive level leadership and management for the USCG engineering and logistics program, the primary responsibilities of which are: establishing innovative and synchronized approaches to managing engineering, logistics, supply, industrial, environmental, energy and safety programs to enhance stewardship, improve availability, and improve reliability and reduce total ownership costs. The position assures that sound management practices and principles are used throughout the Coast Guard in executing the mission and administering the Assistant Commandant for Engineering and Logistics business area, including large logistics and service centers. The Deputy provides direction to the mission support enterprise, Coast Guard Areas and Districts, in developing effective engineering and logistics programs and is responsible for coordination within the Department of Homeland Security and with the Department of Defense and civilian agencies in the furtherance of Coast Guard engineering, logistics, supply and industrial programs.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

Mandatory Technical Qualifications (TQ)

TQ1:  Ability to manage and direct organization-wide engineering or logistics services, policy development, and communication flow required to deliver the support for agency missions with full visibility of the costs to operate.

TQ2:  Ability to develop and implement corporate-wide, innovative management strategies to align engineering or logistics programs and organizations with changing operational mission requirements and changing resource levels.


Mandatory Executive Core Qualifications (ECQs)

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this Executive Core Qualification (ECQ) is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Selectee will be required to successfully complete a one-year probationary period in the SES, unless he or she is exempt based on previous successful completion of such probation.

Any required investigations and clearances or waivers must be completed before a selectee is placed in this position.

Selectee must file an Executive Branch Personnel Public Financial Disclosure Report (SF-278) upon appointment in accordance with the Ethics in Government Act of 1978.

A panel of Senior Executive Service and equivalent executives will determine the highly qualified candidates. Highly qualified candidates may undergo interviews and a reference check. Once a selection is made, the selectee's application will be forwarded through the Department of Homeland Security to the Office of Personnel Management (OPM) for approval by an OPM independent Qualifications Review Board (QRB), unless the selectee is a current SES executive or has successfully participated in an OPM approved SES Candidate Development Program.
