This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations.

This position has been designated a Tier 1 position with a salary range of $119,554 to $165,300.

The position is responsible for working with the Director for Enterprise Solutions and Standards to develop an effective standards program to identify and solve complex issues facing the DFAS finance network and to identify and implement standards for the efficiency and effectiveness of DFAS operations. The incumbent provides executive leadership and direction to the DFAS standards program impacting geographically dispersed finance operations and client services. Responsibility includes ensuring the DFAS finance operations and client services have established consistent internal policies, regulations, procedures, and requirements. The incumbent approves standards reports required by management and regulatory agencies to achieve compliance with finance regulatory requirements.

ECQ 5 – BUILDING COALITIONS:   This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

   1.  In-depth knowledge of accounting and financial management principles, practices, and standards. 

   2.  Demonstrated leadership in implementing major finance, and/or accounting related process improvement programs.

You will be evaluated on the quality and extent of your total accomplishments, experience and education. Your application will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and a reference check.   The Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority.   Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.

1.  This is a Senior Executive Service (SES) position.

2.  Current Career SES members, Office of Personnel Management (OPM) SES Candidate Development Program (CDP) Graduates, or applicants with SES Reinstatement Eligibility, need to only address the technical qualifications and need not respond to the Executive Core Qualifications (ECQs).

3.  You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

4.  You will be paid by direct deposit to a financial organization. 

5.  Costs you may incur to relocate for the job may be paid.

6.  A recruitment or relocation incentive may be authorized for a selected candidate who meets the criteria specified in 5 CFR Part 575. 

7.  Selectee will be required to file an "Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with  the Ethics in Government Act of 1978.

8.  Travel of all modes of transportation within and outside CONUS is required.  Frequent travel of 6 to 10 nights each month may be required.

9.  Executive Core qualifications of the selectee are subject to approval by the Office of Personnel Management unless selectee is currently serving under a SES appointment, is an OPM CDP Graduate, or has SES Reinstatement Eligibility.

10.  An essential element of the SES is mobility across geographic, organizational, and functional lines. Individuals selected for SES positions may be subject to reassignment, which requires them to be mobile.   All newly appointed career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.

11.  This position requires a Top Secret clearance. Individuals selected will be subject to an investigation in conjunction with the granting of a security clearance prior to appointment. Selectee must be able to obtain and maintain a Top Secret clearance as a condition of employment. Failure to obtain a clearance will result in withdrawal of the job offer. Failure to maintain a Top Secret clearance may result in termination.

12.
