NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted service position that requires active military membership in a compatible military position in the Hawaii Air National Guard (HIANG). Selectee will be required to wear the military uniform.  Acceptance of this position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the HIANG, must be eligible for immediate membership prior to full time employment in this position.

LOCATION:  154th Operations Group, Hawaii Air National Guard, Joint Base Pearl Harbor Hickam, Hawaii

SUMMARY OF DUTIES:  The purpose of this position is to plan, organize and supervise all unit flying operations programs required by Air Force, Major Command, and ANG regulations. 

·         Plans work to be accomplished by the organization which consists of about 11 or more full-time subordinates engaged in technical and administrative work. 

·         Oversees all unit operations activities, both in the air and on the ground, which based on unit mission and equipment, may include any of the following Air Operations program support functional areas: Training, Standardization and Evaluation, Weapons and Tactics, Scheduling, Plans, Command Post, Intelligence, Life Support, Flying Operations and Flight Management.

·         Develops long-range training and deployment plans for the unit to meet training goals, higher headquarters inspection schedules and overseas deployment requirements. 

·         Acts as a key advisor on the Commander’s staff to coordinate unit flying operations with other ANG flying units and outside agencies, e.g. the Federal Aviation Administration (FAA), civilian airport authorities, etc., and with unit maintenance, resources and support areas. 

·         Serves as the Operations representative on the Commander’s Financial Management Board. 

·         Develops and directs the unit flying hour program in coordination with higher headquarters to meet approved higher headquarters flying hour allocations. 

·         Oversees all unit flight and ground training of assigned/attached flying personnel. 

·         Monitors the implementation of an effective division safety program for all flying operations and related ground activities. 

·         Develops division policy for flight management personnel to ensure effective and efficient administrative control of all flight documentation and individual flight records. 

·         Must pass standardization/evaluation flight examinations and meet annual flying requirements as prescribed by applicable regulations and directives and performs other duties as assigned.

MILITARY TECHNICIAN COMPATIBILITY REQUIREMENT:  Prior to placement in this position, the selected applicant must be assigned to a valid position in the unit of employment, and be assigned militarily in DAFSC 10C0, Commander.

GENERAL Experience.  Experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures.  Experience using computer and automation systems.

SPECIALIZED Experience.  Must have at least 36 months of experience, education, or training in planning, organizing, and supervising the flying operations programs.  Experience developing policies for flight management personnel, long-range training and development plans, and directs the unit flying hour program.

h. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

i. This temporary limited appointment may be converted to a non-temporary appointment without further competition.

k. This position is also being announced for fill in military duty (Active Guard/Reserve) status.
l. Permanent change of station (PCS) expenses may not be authorized for this position.  Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.
m. This type of appointment is expected to extend beyond one year.  Separation will be preceded by a 30-day notice when services are no longer needed.  Permanent technicians will remain on permanent status if selected.
