JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

You will work at William Beaumont Army Medical Center in the Department of Pathology-Area Laboratory Service. You will supervise six to ten civilian and military laboratory personnel.

As a Medical Technologist, the work performed requires regular and recurring physical exertion such as standing for long periods of time, bending over equipment/instruments, and occasionally unassisted lifting or carrying. Working in a clinical laboratory also involves regular and recurring risks to infectious substances and irritant reagents. You will be required to wear protective clothing and take safety precautions.

William Beaumont Army Medical Center is located at the base of the Franklin Mountains in the central part of El Paso bordering 3 states and 2 countries. William Beaumont offers ample free parking to its staff and visitors and is accessible from I-10, Patriot Freeway, and Border Highway. Contained within the medical center is a small exchange, dining facility, barber shop, chapel, credit union, small gym, and a quarter-mile running track is within walking distance. City buses also provide service to and from the Center. The staff of William Beaumont are closely-knit and consider each other as team members within the similar goal of providing excellent patient care to its customers.     You will write standard operating procedures and adapt existing manuals to improve methods; monitor quality program; direct and/or participate in the implementation, correlation, validation and operation of all laboratory instruments and procedures; and give special instructions on difficult operations while answering technical questions about the work. You will plan work schedules to assure an even flow and distribution of work and revise work schedule to meet changes in workload, taking into consideration peak loads, availability of manpower, and processing time requirements. You will develop performance plans for employees; recommend promotion, reassignment, or other status changes of personnel; resolve informal complaints; hold corrective interviews with employee; and approve leave requests. You will identify developmental and training needs of employees; directs on-the-job training; recommend specialized formal training as required; and provides backup skills by cross training.

    Minimum Qualifications:

    A. Degree: medical technology, chemistry, or biology that included or was supplemented by at least: 16 semester hours of biological science of which one course was in microbiology and one course was in immunology. (NOTE: If there is no mention of immunology or immunobiology in the course title, the requirement for a course in immunology may be met by any course that covers the following topic areas: (1) definition and relationships of antigens and antibodies; (2) host-antigen interactions; (3) bursal and thymic influences on lymphoid cells; and (4) humoral and cellular response mechanisms.) The remaining biology courses must have been in general biology, zoology, or any of the areas listed below under "Evaluation of Education and Experience;" AND 16 semester hours of chemistry of which one course was in organic or biochemistry. The remaining chemistry courses must have been in general chemistry, qualitative analysis, qualitative chemistry, quantitative chemistry, physical chemistry, analytical chemistry, or any of the areas listed below under "Evaluation of Education and Experience;" AND 3 semester hours of college mathematics.

    B. A full 4-year course of study that included or was supplemented by at least 12 months in a college or hospital-based medical technology program or medical technology school approved by a recognized accrediting organization. The professional medical technology curriculum may have consisted of a 1-year post-baccalaureate certificate program or the last 1 or 2 years of a 4-year program of study culminating in a bachelor's in medical technology.

    C. A combination of (1) at least 35 semester hours of biological science, chemistry, and mathematics as described in paragraph A above and (2) additional appropriate education and/or experience totaling 4 years. This combination of education and experience must have provided knowledge of the theories, principles, and practices of medical technology equivalent to that provided by the full 4-year course of study described in A or B above. All science and mathematics courses must have been acceptable for credit toward meeting the requirements for a science major at an accredited college or university. Acceptable experience is responsible professional or technician experience in a hospital laboratory, health agency, industrial medical laboratory, or pharmaceutical house; or teaching, test development, or medical research program experience that provided an understanding of the methods and techniques applied in performing professional clinical laboratory work. Certification/licensure as a medical technologist (generalist) obtained through written examination by a nationally recognized credentialing agency or State licensing body is a good indication that the quality of experience is acceptable.

    AND

    Specialized Experience: At least one year of specialized experience in the same of similar work equivalent to at least the next lower level (GS-09) in federal service requiring the application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume experience which includes performing complex and non-routine procedures in all areas of the clinical laboratory; calibrating, maintaining, and troubleshooting laboratory equipment to maintain necessary quality control; revising standard methods to improve current test systems; and the ability to oversee personnel both technically and administratively.

    Education Substitution: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree can be substituted for the one year of specialized experience if the degree provided the knowledge, skills, and abilities necessary to do the work of the position.

    OR

    Combination of Specialized Experience and Graduate Education: Less than the amount of “specialized experience” and less than the full amount of education described in “education substitution”, but you have computed the percentage of the requirements and the total is at least 100% can be substituted for the one year of specialized experience if the degree provided the knowledge, skills, and abilities necessary to do the work of the position.  (To compute the percentage, take the number of earned doctoral-level semester hours beyond the initial 36 [or equivalent] divided by 18 semester hours [or equivalent], then take the number of months of specialized experience divided by 12 months. Add the two percentages together.)
    You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of highly technical medical technology principles, concepts and methods
  • Ability to communicate in a clinical laboratory
  • Skill in providing management and administrative duties in a clinical laboratory
  • Ability to supervise laboratory personnel
