Reclamation is seeking a career technician looking for an opportunity to capitalize on his/her expertise as a Construction Control Representative (Mechanical).  You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. 

You will be responsible for the safe and efficient operation of government construction oversight.  Responsibilities include major dam facility modifications; compliance with plans and specifications; observation and enforcement of safety rules on various projects.

Promotion to the Full Performance Level:  The career ladder promotion potential of this position is the GS-11 level.  However, this position may be filled at a lower grade.  If so, when and if it is determined that a subsequent promotion is warranted, it may be made without further competition.  Promotion up to and including the GS-11 level is neither guaranteed nor automatic.

- Inspects mechanical (and sometimes electrical) equipment installations, tear-down, commissioning, testing, and evaluates test results and rejects equipment that does not meet specifications requirements.
- Tracks daily progress of work performed by contractors and subcontractors and provides detailed, technical reports to supervisor and/or resident engineer.
- Compiles and updates as-built drawings, test results, O&M manuals, schematic diagrams, pneumatic diagrams and other data into appropriate reports.
- Reviews draft specifications for adequacy and compatibility of design with existing and future installations, contractor submittals, compliance with applicable codes, and inspection of mechanical and electrical construction on an exceptionally wide range of industrial applications.
- Ensures contractor compliance with Reclamation Safety and Health Standards, OSHA safety standards, and other safety standards, especially as they relate to powerplant safety.

For the GS-07 level, have at least one year of specialized experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position.  This experience is related to the work of the position and equivalent to at least the GS-06 level in the Federal service as described in the vacancy announcement. OR

Have successfully completed at least one full year of graduate level education directly related to the work of this position such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. OR

Have a combination of graduate level education and specialized experience as described above that together meet the qualification requirements for this position.

For the GS-08 level, have at least one year of specialized experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position.  This experience is related to the work of the position and equivalent to at least the GS-07 level in the Federal service as described in the vacancy announcement.

For the GS-09 level, I have at least one year of specialized experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position.  This experience is related to the work of the position and equivalent to at least the GS-08 level in the Federal service as described in the vacancy announcement. OR

Successfully completed at least two full years of graduate level education directly related to the work of this position such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. OR

A combination of graduate level education and specialized experience as described above that together meet the qualification requirements for this position.

Examples of qualifying specialized experience include:

GS-07:  Candidate has minimal to entry level experience or practical knowledge in assembling, installing, constructing, or overhauling basic mechanical equipment.  Candidates should be able to read and interpret basic engineering drawings and diagrams, and should be able to communicate effectively both orally and in writing.  Candidate is proficient in using email and other electronic forms of communication and data transfer.

GS-08:  Candidate has entry level to moderate experience assembling, installing, constructing, or overhauling heavy mechanical equipment or machinery and have some experience with welding repairs.  Heavy mechanical equipment or machinery may include pumps, turbines, cranes, motors, and other hydro-electric appurtenances.  Candidates should be able to read and interpret complex engineering drawings and diagrams, and has experience communicating effectively, both orally and in writing, with different personnel involved in heavy construction projects.  Candidate has experience marking-up As-Built engineering drawings.  Candidate is proficient in using email and other electronic forms of communication and data transfer.

GS-09:  Candidate is experienced with all competencies listed for the level 7 and 8 categories above, and in addition, should have served as an independent inspector or leader of a construction crew/team/group where constructive changes were made and implemented throughout the construction process.  Candidate should have journeyman experience with welding repairs.  Candidate requires little or no day-to-day supervision on heavy mechanical construction projects under their jurisdiction.  Candidate can perform accurate and complete calculations of quantities and materials, and can effectively use software such as Excel to document construction progress.


This vacancy announcement allows substituting education for experience.  You must submit a copy of your college transcript (unofficial copy is acceptable) to support your education if you are substituting education for experience.  Transcripts must include the name of the college or university and date the degree was conferred.

Moderate travel, as much as 25% of the time, and long lengths of time away from the office may be required.  Also you are required to possess and maintain a valid State driver's license.

You will be required to climb ladders and scaffolding; traverse uneven and frozen terrain; and bend, stoop, crawl, squat, and stand for long periods of time depending on equipment/materials you will be inspecting at various work sites, both indoors and outside.  Weather conditions may be severe at times while performing duties out in the field.  You may also be required to work in confined spaces.

HOW YOU WILL BE EVALUATED:

Category rating and selection procedures will be used to evaluate applications from this announcement. If you meet the basic qualification requirements, your on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified, and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100 and veterans with preference will be placed at the top of their respective category. The assessment questionnaire will take you approximately 60 minutes to complete.

You will be further evaluated on the following Knowledge, Skills and Abilities (KSAs) through your resume and responses to the online questions.

1. Knowledge of industry standard field inspection procedures and practices as they pertain to heavy civil, mechanical, and electrical projects.

2. Ability to apply knowledge of fundamental civil, mechanical, and electrical concepts to solve practical problems which arise in the field during the construction of and installation of structural/mechanical/electrical features and equipment.

3. Skill in effectively communicating technical information both orally and in writing.

4. Ability to report on construction operations and to resolve controversial issues with contractors, engineers, and facility operation and maintenance staff.

WHAT TO EXPECT NEXT:
