The mission of the Office of Information and Business Management (IBM) is to support the Assistant Secretary for Energy Efficiency and Renewable Energy (EERE) by facilitating the effective and efficient delivery of EERE information and business management services and processes in Headquarters and the field. The Office reports to the Deputy Assistant Secretary (DAS) for Business Operations. The Office develops and manages corporate level information and business management systems to ensure consistent, efficient and effective business policies and practices for EERE's Headquarters and field organizations. These systems include all of the business activities associated with planning and budget formulation, budget execution and analyses and evaluation. The Office provides services in the two major areas of headquarters and field business systems and information technology (IT) and associated cyber security. The Office also provides information and business management systems services to the: Office of the Assistant Secretary, DASs for Energy Efficiency, Renewable Energy, and Strategic Programs.

KEY REQUIREMENTS

  • THIS POSITION IS NOT IN THE BARGAINING UNIT COVERED UNDER NTEU.
  • This position requires some overnight travel (3 or more nights per month)

The incumbent serves as an expert on issues relating to the policies, goals and objectives established for IBM as it relates to Knowledge Management (KM), to enable individuals, teams, and entire organizations to collectively create, share, and apply knowledge and innovation to better achieve their objectives.

He/she oversees strategic planning and operations for EERE knowledge-management activities and oversees quality-control for inquiry-response activities.

He/she oversees the performance of the project team, working within negotiated resources and timelines. He/she provides leadership and subject matter knowledge in various business management, data quality, and system development projects.

Provides expert and authoritative advice and guidance in measuring and improving performance of organizational information management systems and related data collection process. 

Lead responsible for the performance management data quality customer interfaces. Advances the achievement of EERE's mission by supporting program operations through the analysis and improvement of performance metrics/milestones data quality and data collection processes. As the principal advisor to the Director for Information and Business Management, in partnership with other senior managers, ensures management's needs are addressed, markets innovative uses of technology to streamline business processes and facilitates management's access to needed information resources.

Promotes the effective and efficient design of major Performance and other Business Management systems and processes and collaborates with the Department's Chief Financial officers (CFO) and EERE’s executive management to ensure that systems effectively provide useful information and analysis from financial and performance data.

SPECIALIZED EXPERIENCE: You must demonstrate in your resume at least one (1) year of specialized experience equivalent to the next lower-grade level (GS-14) in the Federal Service.  Specialized experience is defined as Experience in a supervisory position or  in an acting supervisory position AND as a liaison to subordinate professional staff and external organizations, involved in Information Technology and/or Knowledge Management (KM) areas with an emphasis on planning, analysis, and evaluation of systems.

The following Knowledge, Skills, Abilities and Other characteristics (KSAOs) are required for this position:

1. Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.

2. Knowledge of a comprehensive range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.

3. Exceptional skill in planning, organizing, and directing team work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial bureau resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.

4. Thorough understanding of current systems and processes in EERE, including enterprise and programmatic tools.  Knowledge of EERE’s policies and business processes and current gaps in policies and system functionalities.

5. Expert knowledge of program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.

6. Knowledge or experience in developing, implementing, or using performance or other business management systems in DOE.

7. Exceptional skill in identifying key performance areas and related practices/procedures, and designing systems to effectively collect and analyze performance of programs.
