NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the New York Army National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. 

 

 

This position is located in the Army National Guard, STARC Headquarters, Aviation and Safety Office (Model A) / Safety and
Occupational Health Office (Model B), Ground Safety Section.

In order to meet the minimum qualifications for this SAFETY SPECIALIST position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

                                                                        OR

Experience in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described above.    

 

SPECIALIZED EXPERIENCE:

GS-09 Must have at least 24 months experience, education, or training in or directly related to this position and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

 

GS-11 and above – Must have at least 36 months experience, education or training in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.

 

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: 

Successful completion of all requirements for a master's or an equivalent degree, or two full academic years of graduate education, which is safety and occupational health management or safety engineering, industrial engineering or directly related fields such as Industrial Hygiene, Fire Prevention Engineering or Industrial Psychology.    To be creditable, applicants must submit transcripts, diplomas or other forms of completion certificates to provide verification of courses.

 

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Knowledge of safety procedures, principles and methods necessary to independently perform a full range of duties in both
industrial and tactical military operations such as, the detection and correction of unsafe conditions in vehicle maintenance shops,
warehouses, munitions/hazardous materials handling and storage areas, and offices.

 

2.  Skill in determining unsafe acts during range operations, convoy movements, and other military unique tactical operations and to
recommend corrective procedures.  Practical knowledge of laws, regulations, policies and procedures necessary to independently perform recurring assignments, and to identify, explain, and correct unsafe acts, operations and risks which would cause injury to personnel and damage to equipment/property.


3.  Knowledge and ability to prepare and conduct formal safety training for supervisors and employees in such subjects as accident investigation, hearing conservation, OSHA compliance management site conservation, respirator protection, lifting techniques, and adverse weather protection.

 

4.  Knowledge and skill necessary to evaluate and analyze safety standards and data such as accident frequency, causal factors, survey reports, tactical operations, and to determine effective countermeasure procedures.

 

5.  Ability to review construction plans relating to fixed installations to ensure OSHA and other safety code requirements are incorporated in engineering designs. 

 

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

HOW YOU WILL BE EVALUATED:

Once the application process is complete, a review of your application will be made to ensure you meet the job requirements.  To determine if you are qualified for this job, a review of your resume and supporting documentation will be made and compared against your responses to the occupational questionnaire.  The numeric rating you receive is based on your responses to the questionnaire.  The score is a measure of the degree to which your background matches the knowledge, skills and abilities required of this position.  If, after reviewing your resume and or supporting documentation, a determination is made that you have inflated your qualifications and or experience your score can and will be adjusted to more accurately reflect your abilities.  Please follow instructions carefully.  Errors or omissions may affect your rating and eligibility. 

 

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
