This position is located in the reference and Readers’ Service Section of the Navy’s Departmental Library which is a branch of the Naval History and Heritage Command (NHHC).

 

The library functions as the Department of the Navy’s official library housing more than 150,000 books and 350,000 manuscripts related to naval maritime and military history. It provides reference, loan, and bibliographic research services to navy historians, researchers, writers, and other personnel of the naval establishment; the Department of Defense (DOD) and its subordinate services, to other government agencies, and to the public (writers, historians, veterans, etc.). Additionally, it extends special reference services to the Secretary of the Navy, Chief of Naval Operations and other senior level commands.

Your duties may include but are not limited to:

 

·        Provide comprehensive reference, research, advisory, evaluative, and instructional services to individuals and groups at the Navy’s Department Library.

·        Provide bibliographic instruction to Navy Historians, Archivists, Curators, and Archaeologists, academic researchers, writers, non-Navy historians, and other clientele on the nature and use of library resources, including how to locate research paper materials and the use of carious databases and other electronic media.

·        Make authoritative evaluations and recommendations on collection development in one or more subject matter areas in all formats to include access to information outside of the navy library.

·        Perform online searching in commercial and worldwide web databases.

·        Develop, formats, and ensures accuracy and integrity of the library’s website and social media pages.

MINIMUM EDUCATION REQUIREMENTS FOR ALL GRADES:

 

The Office of Personnel Management has identified the following minimum educational requirements for this position:

 

·        Successful completion of one full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a Bachelor’s degree.

 

OR

 

·        Successful completion of a total of at least five years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to meeting the educational requirements above, applicants must have specialized experience and/or directly related education as follows:

 

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private or public sector as a librarian providing comprehensive reference, research, and advisory service to individuals and groups in support of the library’s mission. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

 

Or

 

Successful completion of two full years of progressively higher level graduate education or master’s in library science or equivalent graduate degree, e.g. LL.B. or J.D., related to the position.

 

Or

 

A combination of education and experience as described above that equates to one year of experience.

 

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector as a librarian providing comprehensive reference, research, advisory, evaluative, and instructional service to individuals and groups in support of the library’s mission. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

 

Or

 

Successful completion of three full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position.

 

Or

 

A combination of education and experience as described above that equates to one year of experience.

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level.
