JOB SUMMARY:

The BLM manages more land - approximately 253 million acres - than any other Federal agency. Serves in a key fire management position in a district fire management organization as a Fire Management Specialist (Prescribed Fire and Fuels). The primary responsibilities of this position are prescribed fire, fuel management, smoke management and wildland fire.  Provides advice and assistance to meet resource management objectives with prescribes fire and wildland fire.

Basic Education Requirement: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position - OR - Combination of education and experience -- Courses equivalent to a major, as shown above, plus appropriate experience or additional education. To qualify using education you will need to clearly state your undergraduate/graduate degree(s) and submit all of your college transcripts; a certificate of diploma cannot be used to determine applicant qualification. Qualification Requirement Using Specialized Experience or Education: In order to be rated as qualified using specialized experience, we must be able to determine that you meet the definition(s) below - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.

For GS-07:  Experience that demonstrated an understanding of fire behavior relative to fuels, weather, and topography and how fire effects natural and cultural resources.  Typical assignments include: - Participating in implementing prescribed fire or fire use plans to ensure resource objectives can be met from a fire management standpoint. - Developing initial attack incident management strategies and tactics to meet the stated resource objectives. 

For GS-09: Experience in at least two of the following three categories: 1. Experience that demonstrated understanding of fire effects on cultural and natural resources. The assignments must have shown participation in activities such as: Developing fire management plans to ensure resource objectives can be met from a fire management standpoint -OR- conducting field inspections before and/or after prescribed fires or wildland fires to determine if defined resource objectives have been met. 2. Prescribed fire/fuels management - experience in activities such as: professional forest or range inventory methods and procedures (e.g., Brown's planar intercept for dead and down fuels; live fuel loading assessments) - or - Analysis of fuel loadings and determination of appropriate fuel treatment methods and programming - or - Evaluating prescribed fire plans or fire management plans to ensure fire containment is possible and identify appropriate suppression contingencies if containment is not obtained. 3. Fire management operations - analyzing and applying fire management strategies, plus experience in at least four of the following activities: Mobilization and dispatch coordination, fire prevention, training, logistics, equipment development and deployment, fire communications systems, suppression and preparedness. You must meet all qualification requirements within 30 days of the closing date of the announcement.

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. SELECTIVE PLACEMENT FACTOR 1: PRIOR WILDLAND FIREFIGHTING EXPERIENCE REQUIRED. Applicants must have 90-days of prior wildland firefighting experience. This must be evidenced in your application. The Department of the Interior defines wildland firefighting experience as: any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fire line in containment, control, suppression or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience gained through militia and rural fire departments can also be credited as long as the total amount of this experience equates to at least 90-days. Wildland fires are categorized into two distinct types: 1) Wildfires - Unplanned ignitions or prescribed fires that are declared wildfires, and 2) Prescribed Fires/Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.

SELECTIVE PLACEMENT FACTOR 

To meet IFPM requirements, you must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position: Prescribed Fire Burn Boss Type 2 (RXB2) AND have held or currently hold ONE of the following NWCG qualifications or higher: Single Resource Boss-Engine (ENGB), OR

Single Resource Boss-Crew (CRWB). You must provide a copy of your Incident Qualification Certification System (IQCS) Master Record or equivalent documentation for verification by the closing date.


If you are a current career seasonal employee, your time spent in non-pay status is not creditable towards meeting the specialized experience requirement of 52 weeks or 1 year (whichever is first). Please include in your resume (on the first line of each job experience section), the dates you were placed in and out of pay status. This is a secondary/administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). Secondary positions are not subject to the maximum entry age policy; the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. THIS IS A DRUG TESTING DESIGNATED POSITION. In accordance with Executive Order 12564 and under the Department's Drug Free Workplace Program applicant(s) tentatively selected for this position must submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. The position is subject to random testing for illegal drug use. You must be 18 years of age or older to be assigned to a hazardous position. You must possess a valid state driver's license at the time of appointment and at all times during appointment in this position.

HOW YOU WILL BE EVALUATED:
