These positions are located in Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) in Bethesda, MD and The National Institute on Drug Abuse (NIDA) in Baltimore, MD.

The National Institute on Drug Abuse (NIDA) - The National Institute on Drug Abuse (NIDA) is the research institute of the National Institutes of Health which supports more than 85% of the world's research on drug abuse and addiction.  NIDA disseminates research findings to inform the Nation's prevention and treatment efforts as well as to guide the Nation's drug policies.  An Administrative Officer in our Intramural Research Program provides a full range of administrative services including, among other things, travel arrangements, human resources services, and purchasing to advance the Institute's research into drug use and abuse.  NIDA is located in Baltimore, MD.

KEY REQUIREMENTS

  • Time in grade met within 30 days of closing date.

  • Serve as advisor to assigned program areas in support of administrative services in the areas of: finance and budget, personnel management, procurement, facilities, property, safety, space management, contracts management, and other general administrative functions.
  • Perform studies and analyze or work in teams on administrative matters impacting the organization.
  • Review regulations, agency policies, and procedures and interpret information.
  • Analyze and evaluate the effectiveness of programs or operations in meeting established objectives.
  • Provide information, orally and in writing on administrative matters.

GS-9 level:

At least one year of specialized experience equivalent to at least the GS-07 level.  Examples of qualifying experience include: assisting in the planning, formulation and/or execution of organizational budgets; analyzing routine expenditures and spending plans; drafting specifications or statements of work for use in contracts; conducting routine cost comparisons and estimates; coordinating procurement, property, and space management functions; providing advice on routine human resource issues and preparing HR documents for use in recruitment efforts; OR

Completed a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; OR

A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

GS-11 level:

At least one year of specialized experience equivalent to at least the GS-09 level.  Examples of qualifying experience include: participating in the planning, development, formulation, preparation, execution and/or monitoring of organizational budgets; reconciling monthly expenditures against allocated funding; interpreting and advising management on personnel policies and procedures; drafting specifications and statements of work for service contracts and equipment leases, including conducting negotiations with vendors; evaluating and recommending alternative methods of procurement; planning and executing logistics for office moves; developing space management requirements for an organization; OR

Completed a PH.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR

A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

GS-12 level:

At least one year of specialized experience equivalent to at least the GS-11 level.  Examples of qualifying experience include: performing a wide range of budgetary duties involving the planning, development, formulation, preparation, execution and/or monitoring of organizational budgets; providing solutions on projected budget shortfalls or unanticipated financial needs; analyzing and evaluating financial information to assess overall financial performance of an organization and making recommendations; developing acquisition plans and cost estimates; monitoring performance and compliance with terms and conditions of purchase orders; planning and coordinating details for projects involving the design, construction and modification of existing and/or new space; verifying accurate distribution of accountable property and resolving property management discrepancies; providing advice on staffing and recruitment issues including recruitment and incentive programs.
