If you are qualifying based on specialized experience, you must meet the requirements listed below:
GS-09: Applicants qualifying based on specialized experience must have one year of appropriate specialized experience in web design and development equivalent to at least the GS-07 in the Federal service. Examples may include web design and development using HTML5 and CSS3; experience with PHP/MySQL or PostGres; development of java script based applications; experience with responsive web design development; wed development for real-time applications. To be creditable, assignments must have involved completion of the following, or the equivalent: (1) Analysis of interrelationships of system components, (2) Planning the sequence of actions necessary to accomplish the assignment, and (3) Personal responsibility for at least a segment of the overall project. This level of work typically would have been performed following established methods and procedures or detailed instructions; using some judgment in applying analytical techniques, and would have required a good general working knowledge of ADP principles and methods.
For GS-11: Applicants qualifying based on specialized experience must have one year of appropriate specialized experience in web design and development equivalent to at least the GS-09 level in the Federal service. Examples may include web design and development using HTML5 and CSS3; experience with PHP/MySQL or PostGres; development of java script based applications; experience with responsive web design development; wed development for real-time applications. To be creditable, accomplishments normally would have involved the following, or the equivalent: (1) Knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; (2) Planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; and (3) Adaptation of guidelines or precedents to the needs of the assignment.
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
Individuals must have IT-related experience demonstrating each of the four competencies listed below.
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
