This position is located in the Department of Health and Human Services (DHHS), Centers for Disease Control and Prevention (CDC), Center for Global Health (CGH), Division of Global Disease Detection and Emergency Response (DGDDER), Health Systems Reconstruction Office (HSRO), Port au Prince, Haiti.

 

Ability to read, write and speak French is desirable before official placement in Haiti.

Overseas Assignments: Overseas assignments are for two years and a rotational agreement must be signed. The assignment may be extended based on the needs of the agency.  Upon completion of the overseas assignment, CDC employees on temporary promotion/assignment will be placed in accordance with CDC placement procedures.  Subsequent employment for all others for CDC positions must be through the appropriate competitive process or special employment program hiring authorities.

These positions are eligible for special pay allowances (e.g., post differential, housing, relocation, market pay, etc.).  Immunizations are required and will be administered by the CDC before relocating overseas. Security clearances are required for the selectee only and medical clearances are required for selectee and all family members before being posted overseas. To work overseas for the CDC in this position, the selectee will need to obtain a medical clearance before being cleared to report to the overseas duty station.  Continued employment will be subject to submission of all documentation necessary to obtain the medical clearance (including documentation for any accompanying dependents), within thirty (30) business days and obtaining the medical clearance within six (6) months of the initial appointment.  Inability of the selectee to secure the clearances will result in termination of appointment to the position.  Citizens or permanent residents of the host country are not eligible to be considered.  Current permanent status CDC employees will be processed using the appropriate temporary promotion or other temporary assignment authority for permanent employees CDC.  The selectee will have statutory return rights to their permanent CDC position title, series, and grade once the overseas assignment is completed. Other current permanent status Federal employees will be hired on a term appointment and have no statutory return rights to a position.  Subsequent employment for CDC positions must be through the appropriate competitive process or special employment program hiring authorities. If selected, you will serve as the HSRO Program Director with responsibility for leading CDC's health systems reconstruction efforts in Haiti.  Major areas of focus are to (1) strengthen the public health capacity of the Ministry of Health and Population (MSPP); (2) bolster MSPP surveillance systems to monitor and respond to public health threats; (3) implement a surveillance and epidemiology training program; (4) rebuild/strengthen laboratory infrastructure; (5) work with MSPP to improve routine immunization rates; reduce TB prevalence; eliminate lymphatic filariasis; and improve maternal health outcomes; and (6) establish health infrastructure focusing on safe water, sanitation, and hygiene promotion to prevent diarrheal diseases and improve overall health through collaboration with national and international partners.

BASIC QUALIFICATIONS:

Applicants must possess a full 4-year course of study in an accredited college or university leading to a bachelor`s or higher degree with major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position.

Applicants must have at least one year of specialized experience at the GS-14 level in the Federal service.

 

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position, to include experience planning, implementing and evaluating scientific, technical, and programmatic health systems reconstruction efforts in disaster or conflict affected countries. 

 

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
