NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the New York Air National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. 

 

This position is located in the Medical Group (MDG) at an Air National Guard (ANG) Wing.

The primary purpose of this position is to achieve and maintain Force Health Protection through planning, evaluating, and management principles related to epidemiological, operational, and occupational and public health programs.   This includes occupational health, hearing conservation, reproductive health, bloodborne pathogens exposure control, communicable disease control, immunization, disease vector surveillance, disease/epidemiological surveillance, aircraft inspection, facility sanitation, food safety and vulnerability, health risk assessment, medical intelligence, and operational medicine.   The position occupant serves as a member of or advisor to management boards and committees, i.e., Occupational Safety Health Council, Aerospace Medical Council, Force Health Protective Working Group and wing leadership, regarding Force Health Protection.

In order to meet the minimum qualifications for this PUBLIC HEALTH TECHNICIAN position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

Clerical experience which involves arithmetic computations, using regulatory material, and communicating verbally and in writing.   Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE:

Must have at least 18 months experience, education, or training making arithmetic reviews or carrying out arithmetic processes requiring some degree of analysis.   Experience in speaking or writing on items of a complex nature; maintaining detailed interrelated numerical logs; demonstrating the ability to plan, organizing and coordinating work. 

 

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: 

High school graduate or the equivalent may be substituted for 3 months of experience.   Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time study, or 30 semester hours or the equivalent) for 12 months of experience.    

 

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Knowledge encompassing a basic foundation in the physical and life sciences and mathematics.  Knowledge of Center for Disease Control (CDC) and other federal laws and related program, and of DOD, USAF, and ANG regulations, policies and procedures related to Public Health and Occupational Health programs. 

 

2.  Knowledge of a broad range of methods, techniques, and principles of occupational health sufficient to independently manage a local ANG Public Health program.

 

3.  Knowledge of Public Health and Epidemiology concepts, principles, and practices in support of mission effectiveness.   Knowledge of the principles, practices, methods, and techniques of administering public health programs, but does not require full professional education and training in medical, social or other disciplines. 

 

4.  Knowledge required in detecting, identifying and evaluating potential health hazards.

 

5.  Knowledge of methods for performing data and requirements analysis to include applicable computer software.

 

6.  Knowledge required in recommending controls, approaches, and/or personal protective equipment relative to the prevention of harmful exposures in the work place or deployed setting.

                                                                                                           

7.  Knowledge of technical installation work processes/operations and equipment relative to their effect on the health and efficiency of employees working in industrial shops.

 

8.  Knowledge and skills sufficient to communicate effectively and educate employees, supervisors, and managers; interact effectively with other health specialists and officials and to properly prepare related correspondence and associated reports.

 

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

HOW YOU WILL BE EVALUATED:

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
