Job Title: Secretary’s Honors Program Management or Emergency Management Fellow

$34,075 - $51,630 (Bachelor’s degree) / Per Year
$51,630 - $74,872 (Master’s degree) / Per Year

GS-343 5/7/9 (Bachelor’s degree) (or pay band equivalent for TSA)
GS-343 9/11/12 (Master’s degree) (or pay band equivalent for TSA)

Promotion Potential:
Full potential is GS 9 (Bachelor’s degree)

This Continuous Open Announcement (COA) allows acceptance of applications throughout the announcement period.  Eligible applicants will be placed on a standing register and referred for consideration as vacancies occur within DHS locations.  Cut-off dates will be established as future vacancies occur.


Position Information: This is a Schedule D Full Time Excepted Service one-year appointment with potential for non-competitive conversion (upon successful program completion) to a term, career or career conditional position as a Management Program Analyst.

Secretary’s Honors Fellows follow a regimented training and development plan to ensure they have the skills required for their advanced position.

Developmental activities include: on the job training, developmental assignments and activities, participation in the Secretary’s Speaker Series, and mentoring. This is an opportunity for top academic achievers to gain real-world work experience and subject matter expertise in a mission-critical occupation within the U.S. Department of Homeland Security.

This is a Recent Graduate position in the Pathways Program.

Duties: Duties for the Secretary’s Honors Program Management or Emergency Management Fellow may include any of the following:

• Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives.
• Develops life cycle cost analyses of projects or performs cost benefit or economic evaluations of current or projected programs.
• Advises on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix.
• Advises on the potential benefit of automation to improve the efficiency of administrative support or program operations.
• Evaluates and advises on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation.
• Researches and investigates new or improved business and management practices for application to agency programs or operations.
• Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
• Analyzes new or proposed legislation or regulations to determine impact on program operations and management.
• Develops new or modified administrative program policies, regulations, goals, or objectives.
• Identifies data required for use in the management and direction of programs.
• Develops data required for use in the management and direction of programs.
• Develops management and/or program evaluation plans, procedures, and methodology.
• Conducts studies of employee/organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods, and procedures.
• Developing procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.
• Performs management surveys to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff.
• Develops workload based staffing standards to determine organizational manning levels.
• Analyzes and evaluates agency functions and activities being considered for conversion to contract operations.
• Identifies resources (staff, funding, equipment, of facilities) required to support varied levels of program operations.
• Reviews administrative audit and investigative reports to determine appropriate changes or corrective action required.
• Analyzes and evaluates proposed changes in mission, operating procedures and delegations of authority.

This Fellowship also includes graduates with degrees in the emergency management discipline. Their duties may include:
• Assisting with the strategic organizational management processes used to protect critical assets from disasters or catastrophes and to ensure the resiliency of the organization.
• Establish and maintains effective working relationships at multiple levels within emergency management offices and External Affairs.
• Assist in the organization, coordination, and task management of communications activities related to and in coordination with divisions of External Affairs and external partners.

Who May Be Considered: To be considered for the Secretary’s Honors Program Management or Emergency Management Fellow, you must be a recent graduate.  Your degree must have been conferred within two-years of your application.

Note: Veterans may be eligible for an extension to the two year requirement. Veterans, if your Master’s degree was conferred more than two years ago (but not more than six years ago) and you were obligated to military service after your degree was conferred, you may be eligible. Preference eligible veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty. Eligibility for veterans cannot exceed 6 years from the date on which the degree was completed.

How You Will Be Evaluated: Your resume, college transcripts and relevant experience will be compared to other applications. Your resume will be used to evaluate your experience, education, and/or training that addresses the knowledge, skills, and abilities described under the Duties for the Secretary’s Honors Program Management Fellow.

To be considered for the GS 301 5/7/9 Management Fellow

Education: undergraduate degree related to Program Management, Emergency Management, Business Administration, Finance or Budget Analyst, Organizational Development, Human Resource Management, Economics, Statistics or degree that provided a minimum of 24 semester hours (at the graduate level) in one or more of the fields identified above.

To be considered for the GS 301 9/11/12 Management Fellow

Education: MBA or graduate degree related to Program Management, Business Administration, Finance or Budget Analyst, Organizational Development, Human Resource Management, Economics, Statistics or degree that provided a minimum of 24 semester hours (at the graduate level) in one or more of the fields identified above.

Experience: Experience will be considered to distinguish between two equally qualified applicants (education and GPA). Experience must be Business Management or Program Management related; the experience may be demonstrated by paid or unpaid experience as appropriate.

You must meet the eligibility requirements provided by the Office of Personnel Management (OPM) Pathways Programs and the Memorandum of Understanding between OPM and the U.S. Department of Homeland Security.
