The Office of Nuclear Physics (NP) is seeking a motivated and highly-qualified candidate for an exciting full-time permanent position located in the Physics Research Division in Germantown, MD. The mission of NP is to discover, explore, and understand all forms of nuclear matter. The fundamental particles that compose nuclear matter - quarks and gluons - are relatively well understood, but exactly how they fit together and interact to create different types of matter in the universe is still not fully explained. To solve this mystery, NP supports experimental and theoretical research - along with the development and operation of particle accelerators and advanced technologies - to create, detect, and describe the different forms and complexities of nuclear matter that can exist in the universe, including those that are no longer found naturally. If selected for this position, you will:

  • Provide leadership and direction in establishing vision, strategic plans, goals, and objectives for the research activities supported.
  • Plan, develop, and implement vital, productive, forefront research programs conducted in DOE laboratories, universities, and other public and private institutions.
  • Assure adequate financing for the activities in the area of responsibility, sets priorities for activities, and apportions available funding among them. Manage the budget in accordance with prescribed practices set forth by the organization and the DOE.
  • Review and make final approvals on staff recommendations concerning research agreements and individual proposals for research projects.
  • Implement rigorous merit evaluation using independent peer review for all new and ongoing activities supported in accordance with requirements identified in the Code of Federal Regulations for the grant program and published guidelines for the DOE laboratory programs and facilities.
  • Advise and assist the head of the office in formulations and management of new programs and policies. Respond to policy questions to resolve management problems, and keep the head of the organization informed of the progress and prospects of activities in the area of responsibility written and orally.

Failure by non-Senior Executive Service members to address each of the required Executive Core Qualifications (ECQ's) and Mandatory Technical Qualifications (MTQ's) statements will result in disqualification of your application. Your application must demonstrate that you possess these qualifications. Mandatory Technical Qualifications (MTQ's)


1. Mastery of nuclear physics or related disciplines; concepts, standards, practices, and acquisition strategies in order to deliver resources to advance the mission of a scientific organization.

2. Ability to manage a complex scientific or academic organization encompassing nuclear physics or related disciplines. This includes the ability to formulate, direct, monitor, and evaluate research projects and develop the budget requirements for a broad portfolio of research investments.

3. Ability to develop, defend, and manage research budgets for complex and diverse scientific research programs.  

4. Ability to effectively communicate orally in order to represent the head of the organization on matters concerning the areas of responsibility in a variety of situations. This includes providing an interpretation of organization regulations, project management policies, and scientific and technical facts while engaged in meetings with Federal government officials, national laboratory directors, Congressional committees, and representative of other public and private institutions.

5. Ability to effectively communicate in writing to prepare complex decision papers and policies for a wide variety of audiences to include the highest level of management within and outside of the organization.

Executive Core Qualifications (ECQ's)


1. LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.

2. LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.

5. BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

For the 1310:

A. Degree: physics; or related degree that included at least 24 semester hours in physics.


B. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is a member of the SES with career status or has successfully completed an SES Candidate Development Program, certified by the Office of Personnel Management, his/her managerial qualifications must be approved by OPM before appointment can be effected. If you are selected for this position, you will be subject to the U.S. Department of Energy mandatory requirements and will be required to file a public financial disclosure report within 30 days of entry on duty. As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan.
