This senior nursing leadership position is located at the National Institutes of Health (NIH), Clinical Center (CC), in the Department of Health and Human Services (HHS). The position reports directly to the Chief Nurse Officer (CNO) and serves organizationally as the Nursing Service Chief, overseeing nursing services in the specialties of Neuroscience, Behavioral Health and Pediatrics.

 

The National Institutes of Health (NIH), Clinical Center (CC), is the 240-bed research hospital and ambulatory care research facility in Bethesda, Maryland that supports the Intramural Research Program (IRP) of the National Institutes of Health. It is the largest inpatient facility in the country devoted exclusively to clinical research, and provides a full range of services from ambulatory care to critical care and special procedures. The focus at the CC on early phase and first-in-human clinical trials and on the study of rare diseases makes it possible to rapidly translate scientific observations and laboratory discoveries into new approaches for diagnosing, treating, and preventing disease.

The ideal candidate will possess experience leading a relevant specialized program of care at the manager or director level, including designing care delivery systems to meet the unique needs of specialized patient populations, determining resource requirements, supporting a research-intensive practice environment, and interacting beyond organizational boundaries to influence specialty practice development.

If you are selected for this position your responsibilities will include:

 

·        Serving as the principal advisor to the NIH Clinical Center Chief Nurse Officer for issues related to clinical care across the continuum, personnel management, planning and resource management within the service, and as a key member of the executive team overseeing strategic planning and program direction for Nursing.

·        Collaborating with NIH Institute and Clinical Directors to plan clinical programs to meet ongoing and emerging research program needs, assure patient safety and comfort, facilitate data collection and management within the clinical setting, and improve the quality and outcomes of clinical services.

·        Collaborating with colleagues in Nursing, the Clinical Center at large, and the NIH Institutes to develop and manage policies and practices in support of the clinical research program, assuring compliance with accreditation and regulatory guidelines. Representing nursing in strategic discussions of the development and management of one or more specialized clinical program.

·        Advising Clinical Center senior staff on nursing care services impact of higher level management decisions and policies, including the effect on patients, staff, nursing organizations, the local community, and on the status and image of nursing as a profession. Advising senior staff on issues/trends and other developments outside the Center that may have implications for nursing operations and specialty practice. 

·        Representing area of specialty practice and research focus at internal and external professional forums, including national and international clinical specialty organizations, local and state collaborative groups and during contact with representatives from various sectors of health care relative to clinical research nursing and the specific research program of care.

·        Contributing to the development of the specialty and the field of clinical research management through scholarly activity such as presentations, publications, involvement in interdisciplinary forums and collaboration with academic and community organizations.

EDUCATIONAL REQUIREMENT

Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. 

               

REGISTRATION REQUIREMENT

Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained. 

 

MINIMUM QUALIFICATIONS

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal Government.  Examples of qualifying experience include: providing support and direction in the areas of patient care program management, resource management, and performance improvement;  assessing, planning, implementing, and evaluating nursing administration and nursing practice for an inpatient, outpatient, and clinical services program; developing, implementing, and evaluating policies, standards and procedures that influence clinical outcomes; identifying service goals and plans for a Nursing Department strategic plan; determining resource requirements to support patient care and needs; and planning, directing, executing , monitoring, and evaluating a variety of internal and external educational activities and programs designed to inform and educate nurses.

This position is designated as an 'emergency' position and the selected candidate will be considered an 'emergency' employee and will be required to be available, ready, willing, and able to report for duty under all circumstances, e.g., inclement weather, government closings and holidays, lapse in appropriations, non-emergency and emergency situations for operation 24 hours a day and 365 days per year coverage.
