The incumbent serves as a Financial Specialist and performs a wide range of assignments associated with accounting and financial management support in all aspects of budget formulation, execution, and financial performance reporting, including accounts payable, cash management and official travel.   As such, the incumbent performs the following duties:

 

  • Provides accounting and financial support to manage funding levels of purchase orders and contracts, travel authorizations and travel vouchers, and other source documents.
  • Collaborates with the Office Director in conducting periodic projection, re-estimates and performance studies of the Commission's activities, which includes analytical reviews and mathematical verifications of reports and statistical data.

  • Prepares the Office's budget and annual report submissions and required supporting documentation.   Provides information supporting justification of the Office's budget requests, monitors monthly expense reports and funding needs, and advises the Director when adjustments are required.

  • Accepts and documents the receipt of all cash and checks received by the agency for freight forwarder fees; fines and penalties generated by civil penalty agreements; applications, and agency initiated receivables. Prepares accounting and deposit documents in accordance with Treasury requirements and standards, and the agency's policies.

  • Receives and processes the agency's accounts payable documents in compliance with the Prompt Payment Act.   Audits and analyzes invoices received from vendors to verify accuracy of account classifications. Identifies discrepancies, determines sources of errors, and initiates remedial action to resolve discrepancies or payment-related problems.

  • Provides general accounting and financial support to manage funding levels of purchase orders and contracts, travel authorizations and travel vouchers, and other source documents, and assures they are obligated against the proper office and appropriated funds.   Conducts a variety of statistical surveys and documents results in graphs, charts, or other analytical formats for review and use by the Director and senior staff.

  • Maintains and provides information and guidance to agency staff regarding travel regulations and assists the Director with management of the agency's Travel Charge Card Program.   Uses an automated travel system to prepare required travel authorizations and expense vouchers by reference to pertinent government regulations, e.g., Federal Travel Regulations and agency policy. Ensures that agency staff required to travel apply for a government-issued travel charge card and are registered in the automated travel system.

  • Serves as the agency's primary Time and Attendance (T&A) Administrator, providing agency-wide oversight of T&A functions.

In order to qualify for the Financial Specialist, GS-501-9, you must meet one of the following:

A.   Have 52 weeks of specialized experience, equivalent to the GS-7 level in the Federal service.   Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.   To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization,  
OR

 

B.   Have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position.   Such education must demonstrate the knowledge, skills, and abilities necessary to do the work,   OR

 

C.   Have a combination of experience and education of the types described in A and B above, which when combined equals 100% of the total specialized experience for this position.   Only education in excess of that required for a master's or equivalent degree may be used when combining education and experience to meet the total qualification requirements.

In order to qualify for the Financial Specialist, GS-501-11, you must meet the following:

B.   Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position.   Such education must demonstrate the knowledge, skills, and abilities necessary to do the work,  
OR
 

C.   Have a combination of experience and education of the types described in A and B above, which when combined equals 100% of the total specialized experience for this position.   Only education in excess of that required for a master's or equivalent degree may be used when combining education and experience to meet the total qualification requirements.


Condition(s) of Employment:

1.  New appointees to the Federal service will be subject to a background investigation and must complete a 1-year probationary period.
2.  New appointments to the Federal Government are made at the minimum rate of the grade, e.g., step 1, except in certain rare instances as determined by OPM.
3. Relocation expenses will NOT be paid.
